Research On The Institutional Advantage Of Consultative Democracy In China And Its Practical Path

The concept of deliberative democracy was first explicitly proposed in the West in the1980 s,causing worldwide attention,and was later introduced to China by scholars.However,it should be emphasized that although the theory of deliberative democracy originated in the West,China's deliberative democracy The practice has existed since the democratic revolution.In light of China's history and practice,under the leadership of the party,deliberative democracy has gradually become one of the democratic forms with Chinese characteristics.Socialist deliberative democracy with Chinese characteristics is an important part of China's democratic politics and has unique advantages.The 18 th National Congress of the Communist Party of China and the 19 th National Congress of the Communist Party of China clearly stated that it is necessary to build and develop China's deliberative democracy.Among them,the system,as a key point of current state construction,also plays a very important role in the development of deliberative democracy in China.Strengthening the system exploration of deliberative democracy in China is an inherent requirement for realizing the modernization of China's governance system and governance capacity.The development of China's deliberative democratic system is conducive to the process of democratizing China's governance system and governance capacity,and democratization is one of the elements to realize the modernization of governance.Among the unique advantages of socialist deliberative democracy with Chinese characteristics,institutional advantages occupy a key position.Based on this understanding,this paper attempts to explore the institutional advantages of China's deliberative democracy and conduct theoretical and practical research on how to fully realize these advantages.In addition to the introduction,the main content of the text is divided into four parts.The first part elaborates on the theory of deliberative democracy and deliberative democracy.It summarizes and discusses the origin and connotation of deliberative democracy.On the basis of exploring the reasons for the rise of Western deliberative democracy and the definition of deliberative democracy by Western scholars,it focuses on the concept and characteristics of deliberative democracy in China and the science of deliberative democracy in China.After positioning,it focuses on the analysis of the system,its operationalfactors and advantages.On this basis,it analyzes and explains the specific concepts and operational principles of China's deliberative democratic system.The second part explores the advantages of China's deliberative democracy system,which is mainly summarized as four aspects:First,the distinct and unique institutional leadership advantage,that is,the leadership of the Communist Party of China is the biggest advantage of China's deliberative democracy;the second is the institutional advantage of Chinese characteristics.In combination with the leadership of the party,it focuses on the advantages of the people with Chinese characteristics and the rule of law to establish a democratic system;the third is a solid and powerful institutional guarantee,mainly analyzing China's fundamental political system and basic politics.The specific content contained in the system guarantees the role of deliberative democracy;the fourth is the extensive and multi-layered practical advantages of institutions,mainly from seven practical ways of negotiation,including party consultation,NPC consultation,government consultation,CPPCC consultation,people's group consultation,grassroots consultation and social organization consultation.Analyzing their specific forms of implementation and their respective important roles.The third part analyzes the restrictive factors that can give full play to the advantages of China's deliberative democracy system have.On the basis of clarifying the advantages of China's deliberative democratic system,and looking back at the reality,it is found that there are some problems in the process of the operation of deliberative democracy in China,such as the self-awareness of the subject of consultation,the content expression of the deliberative democracy system,the operating mechanism of the deliberative democracy system and the effectiveness feedback of the deliberative democracy system,including the lack of self-awareness of the advantages of China's deliberative democracy.The content of China's deliberative democracy is not enough.Clear,insufficient operational mechanism and efficiency feedback need to be improved,which has become the limiting factor for the advantages of China's deliberative democratic system.The fourth part is to discuss the practical factors of the advantages of China's deliberative democratic system in view of the constraints.From the conscious of strengthening the superiority of China's deliberative democracy system,clarifying the content expression ofChina's deliberative democracy system,perfecting the operational mechanism of China's deliberative democracy system,and improving the effectiveness feedback of China's deliberative democracy system,proposing the practical path of giving full play to the advantages of China's deliberative democracy system.The conclusion part summarizes the full text,and on the basis of clarifying the shortcomings of this paper,points out the problems that need further research.
