In the context of the new era,the state has paid more and more attention to the work of the three rural areas,and the village cadres are an important starting point for the country to promote various decision-making policies in the countryside.However,at present,many village cadres still have many problems in their work.Their ability to perform their duties and the needs of the new era are still out of touch.This requires the township-level government to give full play to the role of the village cadre as a baton,and use a scientific and sound assessment system to spur village cadres to perform their duties fully and motivate the village cadres to start their business.In the report of the 19 th National Congress of the Communist Party of China,it is clearly required to improve the evaluation and evaluation mechanism for cadres and put the standards of good cadres into practice.In the "Opinions on Further Encouraging the New Era of the Cadres in the New Era and Taking on New Efforts",the Party Central Committee also put forward some clear new requirements for the evaluation and evaluation mechanism of cadres.The current assessment methods for village cadres,whether from the assessment procedures,the setting of assessment indicators,or the application of assessment results,have various problems,which are easy to flow into form,and not only fail to play an assessment for assessment.The role of the baton should have increased the burden on the township government and village cadres.This paper aims to improve performance appraisal and promote the performance of village cadres' performance and responsibility.Comprehensively use the literature research method,field research method and case study method,and use the target management theory and 360-degree assessment method as the theoretical basis to evaluate the current performance of village cadres.The approach was comprehensively analyzed.The analysis is based on the following four items: one is the current performance appraisal method for village cadres in S town;the other is the performance appraisal results of village cadres since 2010;the third is the performance appraisal method for the village cadres by 12 functional departments of the town government.Opinions and suggestions;Fourth,the results of the questionnaire survey of 103 village cadres in 15 villages in the town.Through comprehensive analysis,it can be found that the current performance appraisal methods have problems such as the lack of attention of village cadres,large disagreement on index setting,similar appraisal results,low satisfaction of appraisal results,and target assessment in form.Among them,the lack of attention of village cadres is the most prominent problem,reflecting the embarrassing position of the performance appraisal method of the line of appearance.It is like a castle in the air,and it does not really play a role in the rural grassroots.Another outstanding problem is the unreasonable setting of assessment indicators,which has led to problems such as similar assessment results and low satisfaction of assessment results.In response to these problems,an in-depth analysis of the causes of the problems,including neglecting the use of assessment results,the setting of assessment indicators is not scientific,reasonable and comprehensive,the participation of village cadres in the assessment process is not high,the assessment concept is light and the management is light,and the village cadres are dual agents.Human identity.Based on the problems and reasons,four measures to improve the performance appraisal of village cadres were put forward,including changing the performance appraisal concept,re-setting the appraisal indicators,improving the performance appraisal procedures and rationally applying the appraisal results.In the measure of changing the performance appraisal concept,the appraisers should change from heavy results to heavy processes,and the appraisers should change from passive acceptance to active docking assessment;in the re-setting of assessment indicators,a differential assessment is proposed..According to the different status quo and development orientation of each village,the 15 villages in the whole town are divided into four categories: western modern agricultural planting area,central business service area,eastern modern logistics area and northern urban economic development area.Different categories set different assessment indicators.And weights,in order to be able to test the actual,test the characteristics;in the improvement of the performance appraisal process,the introduction of the introduction of villagers score,village cadres self-evaluation,and smooth two-way communication channels;in the rational use of assessment results,Three incentives for salary,positive and negative,and selection and appointment were proposed.The innovation of this paper lies in the pioneering extension of the differential assessment to the village cadres,and comprehensively integrates the new requirements of the new era in the setting of assessment indicators,with a view to making new contributions to the performance evaluation of village cadres.
