The performance appraisal of Section level Cadres can supply scientific basis for the cultivating, promotion, rewards and punishments employing of them, which is an important way for accelerate the improvement and ability of Section level Cadres. This paper adopts the means of demonstration to analyze the assess system of Section level Cadres of Zhejiang Maritime Safety Administration, by consulting to experts, refering data, putting out questionnaire and calling on relevant persons. Then it indicates the problem is that the assessment standard does not relate to the post responsibility of Section level Cadres, the assessment procedure is not perfect, the veracity and objectivity of the assessment index is not enough, keystone is not patency,obvious achievement and recessive achievement is not differentiated, and so on. The reason of this problem is that the responsibility of every post is not definitude, the measure of the assessment is simple, the combine of the qualitative index and quantitative index is faintness etc.Referred to the interrelated country of the world of assessment about civil servants and the actuality of assessment of civil servants in our country, and based on the variation for character of Zhejiang Maritime Safety Administration, based on the actual analyses of Section level Cadres of Zhejiang Maritime Safety Administration, this paper according to the rule of 《The civil servant law of the people’s Republic of China》 and 《The regulations on the selection and appointment of leading cadres》, and job requirement of Ministey of Transport of the People’s Republic of Chinad and The traffic department of transportation Maritime Bureau,designs assessment system from the following aspects:virtue, ability, hardworking, achievement, honest and clean. As for the fuzzy property of appraisal index system, the fuzzy comprehensive evaluation model is set up. The result indicates that the established performance appraisal system for Section level Cadres of Zhejiang Maritime Safety Administration is reasonable and effective.
