The Research On Country Elite Capture In Project System

Project system is a new governance system in China,with the dual characteristics of administrative allocation and market competition,which has played a positive role in national governance and social development.Poverty alleviation project is a kind of special financial transfer payment project in the background of project system,which provides direct financial or material support for rural development,which is of strategic significance to poverty alleviation and comprehensive construction of well-off society.However,in the implementation process of poverty alleviation projects,it is inevitable that there is an imbalance or dislocation of resource allocation.How to ensure the fairness of project implementation is the focus of government and public attention at all levels.Rural society is the terminal of the project system operation,but also the final field of poverty alleviation project implementation,and rural elite occupies the leading position in the rural society,its behavior logic is directly related to the project implementation effect.According to this,taking the rural society as the research field,from the perspective of the rural elite to study and analyze the poverty alleviation project,the introduction of elite capture theory,dialysis of rural elite capture behavior logic,explore the way of governance.The theoretical level,through the literature search and policy analysis,elaborated the theoretical content of the project system,combing the project system production and development of the historical context,analysis of the project system "contract-package-capturing package" grading operation mechanism.Based on this,from the three aspects of state system,social foundation and personal capital,this paper expounds the causes of the poverty eradication project of rural elite,and puts forward the logic of governance of rural elite.Practice level,through field research and data analysis,depicting the allocation pattern of poverty alleviation projects,from which to explore the phenomenon of rural elite capture.This paper analyzes the manifestations,main features and tactics of the village elite capture in the way of case presentation,and points out the practice of poverty alleviation project in the rural society from the perspective of interest.The study found that,in the face of poverty alleviation projects into the village,the rural elite to follow the egoism,to take the interests of demands,multiple lobbying,capturing bureaucracy and alliance,etc.,and actively capture the project resources.It is divided into the forms of monetization capture,capitalization capture,organized trapping,monopoly capture and exclusion capture,and has the characteristics of capitalization,capitalization and deepening of power.The capture of rural elites is the key reason for the microcosmic level of the poverty alleviation project,which has serious consequences on the rural society.It mainly manifests as:curing the rural politics,depriving the rural economy,intensifying the rural division and alienating the rural culture.At the same time,the author analyzes the causes of the emergence of the rural elite,and points out that the project bidding,the matching and the appraisal system are the institutional advantages of the village elite capture from the institutional,social and individual dimensions,the traditional social structure disintegration,the elite governance culture and the village Organizational function is the social basis of the capture of the rural elite;obvious advantages of information resources,economic strength is more prominent and social relations mobilization is the rural elite captured personal capital.Based on the participation of the project at the national,local and grassroots levels,it is pointed out that the governance of rural elite in the implementation of poverty alleviation project should follow the logical thinking of reshaping the state autonomy,recreating local publicity and cultivating grassroots interaction.National,local and grass-roots overall start,the overall management.The first is to improve the fair project declaration system;the second is to build a professional supervision and evaluation mechanism;the third is to standardize the project operation of the local government;the fourth is to protect the status of the poor groups;the fifth is to promote the implementation of the project precision measures;the sixth is to guide the rural elite poverty alleviation behavior.
