Preschool education usually refers to the child care and education activities for children over 3 years old and under 6 years old.Now,the coverage of preschool education has gradually expanded to children between 0 and 6 years old.Preschool education is the starting point and an important part of modern national education system.It is an important stage to lay a foundation for lifelong learning and all-round development of people.The stage of preschool education is the most rapid and important period in the process of human cognitive development,which plays an important role in laying a foundation for the development of people's social and personality qualities.The success of pre-school education bears on the healthy growth of hundreds of millions of children,the vital interests of thousands of families,and more importantly,the future of our country and nation.As the first stage of China's schooling system,preschool education has an important impact on the overall development of education,especially the development of basic education.Preschool education is an important social public welfare undertaking.The construction level of preschool education reflects the modernization level of a country and a region,and is one of the important indicators to weigh the degree of social development.Fair preschool education will help narrow the gap between the rich and the poor,reverse the trend of class solidification,and promote the realization of social fairness and justice.The party and the state have always attached great importance to the development of preschool education,which has been reflected in recent party congresses and central government documents in recent years.There is no special legislation on preschool education in China.In China's current four school education systems of preschool education,primary education,secondary education and higher education,the latter three have all had special laws to promote and protect them.The standing committee of the National People's Congress has also planned to include the enactment of the law of the People's Republic of China on preschool education in its legislative plan.Internationally,many countries,especially developed countries,have legislation on preschool education.In China,many provincial-level administrative regions have issued regulations on preschool education,and several prefecture-level cities with local legislative power have also issued local regulations on preschool education.Under the condition of the lack of legislation of preschool education,our country legislation of preschool education major should solve the pratt &whitney now preschool education resources,the absence of relevant departments of the management,preschool education resources distribution imbalance,inadequate protection of the capital,the preschool education institutions lack of supervision,safety problems have occurred,the teachers troop construction relative lag,wang quality remains to be improved.In this regard,the author puts forward the following six legislative Suggestions for reference: first,it is suggested to give play to the guidance of legislative value in the law on preschool education,clarify the nature of public welfare and universal benefits of preschool education,promote the balanced development of urban and rural preschool education,and ensure that school-age children of vulnerable groups receive preschool education on an equal footing.Second,it is suggested to promote the construction of supporting pre-school education institutions in urban communities in the pre-school education law,which will become the legislative highlight of the pre-school education law and an effective measure to solve the existing problems of pre-school education to the greatest extent in the short term.Third,it is suggested that legislation should clarify the division of responsibilities of relevant departments,improve the construction of institutions and mechanisms,the government should make overall planning and reasonable planning at a high level,and all functional departments should cooperate closely and strengthen communication and coordination.Fourth,it is suggested to legislate to guarantee special financial support for preschool education,establish diversified investment mechanisms,design investment mechanisms according to different urban and rural conditions,and encourage existing private preschool education institutions to transform into private preschool education institutions of universal benefits.Fifth,it is suggested that legislation should be made to strengthen the supervision of preschool education institutions and improve the supervision system.Sixth,it is suggested to legislate to promote the construction of teaching staff and improve the quality of preschool education,ensure the number of preschool teachers by improving their salary and sense of professional honor,and ensure the quality of preschool teachers by raising the threshold of admission and strengthening training.
