Since the reform on government cars start-up,guided by the norms of the Party Central Committee,provinces,municipalities and regions have vigorously promoted the system construction,institutional settings,personnel and vehicles re-allocation,information platform management and other reform contents within their jurisdictions.These measures have achieved good results.Of course,reform is not accomplished overnight.In practice,there are still various remaining problems to be solved.Township,as the last end of the government,has special needs and the use of government cars.Firstly,most of the villages and towns are remote,and public transportation is not convenient enough and the basic public facilities are poor compared with the cities.Secondly,the township government undertakes the actual implementation of all the higher-level policy documents.The staff often have several jobs and work tasks are stacked at different levels.With the enrichment and promotion of government functions,the demand for official travel is increasing day by day.In addition to the historical and reform progress and other reasons,the township government still faces many practical problems in the use of official vehicles.Starting from the background of the current reform of official vehicles in China,this paper summarizes and studies the practice of the reform of official vehicles in various regions of China,defines the concepts of grass-roots township government and the reform of official vehicles,combs the measures taken and achievements made by the township government in Huaining County in the process of bus reform,and analyses the existing problems in the process of reform.And the new problems,including the increasing demand for official travel and the contradiction between the number of bus ownership,the unclear boundaries of bus users,the lack of measurement function of monetized official traffic subsidy,the underdeveloped social market and the single mode of travel,etc.,need to be improved.In order to be able to implement the public service for bus management departments and on the first line,some suggestions are put forward.The train dispatch personnel provide working ideas for further improving the level of township government governance and building a conservation-oriented government.
