The Research Of Issues And Countermeasures On Community Home-based Care Services In Taiyuan City

With the aggravation of China’s aging,the number of elderly people is increasing,and relying on family pension and institutional pension cannot meet the needs of the elderly pension services.In such an environment,the community home-based care has entered the public’s view.This approach emphasizes the responsibility of other entities other than the government.In this pattern,the elderly can receive a variety of convenient pension services without leaving the familiar living environment,which conforms to the traditional pension concept of the elderly and is conducive to saving the pension cost.In 2016,Taiyuan was identified as the first batch of pilot cities to implement community home-based care service action.Community home-based care services have developed rapidly and made some typical achievements.However,some problems inevitably appeared in the development process of community home-based care in Taiyuan city.Taking Taiyuan city as a case,this paper summarizes the current situation of community home-based care services in Taiyuan,analyzes its problems and obtains improvement strategies under the guidance of new public service theory,community care theory and multi-center governance theory,through practical survey,questionnaire survey and interview.This paper hopes to provide program guidance for the improvement of community home care services in Taiyuan city,and enrich the research on similar topics.Taiyuan community home-based care services can be divided into six aspects: facility construction,financial assistance,industrial development,team construction,intelligent platform construction and basic service renewal.The evaluation system of the Taiyuan home care service with 18 secondary indicators in 4 dimensions was constructed.The stakeholder’s score result of the community home care service in Taiyuan was 66.43,which was within the passing range.At present,there are some problems in the community home care services in Taiyuan,such as imperfect policies,inadequate implementation and supervision,serious homogenization of content,low degree of wisdom,single supply subject,unformed participation pattern of multiple subjects,and insufficient security measures for the development of community home-based care services.According to the above problems,the paper proposes the optimization countermeasures for the development of community home-based care service in Taiyuan city,including improving policy support,strengthening policy implementation and supervision,enriching service content,accelerating the development of intelligent pension service system,building a multiple supply subject pattern based on multi-center governance theory,improving resource support and other specific strategies.
