In November 2017,the third round of inspection work of the 10th Provincial CPC Committee was carried out in Yu'an District of Liu'an City,and during the special inspection of selecting and employing personnel,The inspection team pointed out that there are a large number of people in Yue'an District who violate the law and engage in decline in the age of office and that leading cadres are "one-size-fits-all" when they are reappointed to non-leading posts,and lack supervision,management,and non-commuting cadres of "changing non-governmental" positions.There is a certain negative impact among the cadres and masses.In accordance with the requirements of the Central Committee,the provinces and municipalities,and in order to standardize and strengthen the daily management of cadres in the”reform of non-government"areas,in May 2018,the Yue'an District studied and published the "measures for the Management of cadres in Yue'an District"(trial).In order to carry out detailed management of the cadres in office at present,they are required to strictly abide by the requirements of the system of commuting to and from work and attendance,to participate in the work of the units,and to perform the duties and duties that should be performed.At the same time,in accordance with the requirements of special regulation,on the basis of self-examination and self-correction by various units,the joint district discipline inspection commission and supervisory committee of the organization department of the district party committee,through on-the—spot inspection,telephone visits,surprise inspection and other ways,from time to time"reform"the various units in the district.Non-"cadres in the position of the situation,performance of the effectiveness of the inspection."However,judging from the actual operation of more than half a year at present,although most"non-governmental" cadres can take the overall situation as a priority,correctly face changes in management and obey organizational arrangements,they have also encountered some problems that need to be paid attention to and urgently to be solved.These problems affect the normal development of the work,worthy of attention and research.At present,organizations and departments throughout the country,including Yue'an District,are still exploring how to manage and use more reasonably cadres to reduce the waste of human resources on the basis of meeting the requirements.Minimize the negative impact of"changing non-government"cadres.It can be seen that there are still many areas to be explored and innovated in the concrete implementation of the current management work of"reforming non-ca.dre s".Taking Yu' an District of Liuan City as an example,this paper first introduces the structure,personnel composition and the status quo of cadres in Yu'an District of Liu'an City.Then it focuses on the transformation of the management mode of non-cadres before and after the rectification and reform in Yu' an District.Then,combined with the data of the questionnaire survey and individual interviews,we can find out the satisfaction and deficiency of the cadres in the district with the current management model of"changing non-cadres"in Yue'an District,and the problem of dismissal from posts from non-cadres is serious,and there is a lack of scientific and effective incentive mechanism.The lack of supervision and restriction on the reform of non-cadres and the inability to give full play to the role of the non-cadres have analyzed four aspects of the existence after the inspection,rectification and reform.In the problem,and analyzed the reasons for it.Finally,on the basis of learning from domestic exploration practice,four constructive and operational suggestions are put forward.Starting from the current realistic is'sues of heated discussion among cadres of the party and government organs,the purpose of the topic is to conduct investigation and visit,listen to the opinions of the direct units in the district after the rectification and reform,the responsible persons in town and town streets,and the cadres of the "reform of non-government",and so on.In the light of the exploration on the management of cadres in some areas at present,this paper analyzes in depth the various problems and realistic reasons that exist in the cadres in Yue'an District at present.On this basis,this paper puts forward practical suggestions and suggestions for the next step of management and use of cadres in Yue'an District,forms a more reasonable and perfect management mode,and thus constructs a contingent of high-quality cadres who "make the best of their talents and make the best use of their abilities".
