Study On Service Management Of Outflow Population In Taihe County

Taihe County,nicknamed Xiyang,is located in the northwest border of Anhui Province,the hinterland of Huanghuaihai Plain,belonging to Fuyang City,Anhui Province.It is adjacent to Fuyang City,Jieshou City,Bozhou City,Guoyang County and Lixin County,with a total area of 1822 square kilometers.Taihe County has 31 townships and 1 provincial economic and Technological Development Zone under its jurisdiction,with a total population of 1.76 million.It is a large population county and also a labor export county.By the end of 2018,there were 47,2632 outflows in the county.These outflow household registration is still in the outflow area,but they live and work in the inflow area for a long time,which may lead to their lack of access to household registration-related public services in the inflow area,which also breeds many problems of service management of outflow population.It is difficult to solve these problems only by relying on the inflow area,so the outflow area,that is,the household registration area,should play its due role and do a good job in the service management of the outflow population.The service management level of the outflow area indirectly determines the quality of life of the outflow population in the inflow area,so strengthening the service management of the outflow population should also start from the source of the outflow area.This paper takes Taihe County as an example,draws lessons from domestic and foreign research results and various experience and practices of service management of outflow population,combines with the investigation and analysis of the characteristics of outflow population and the current situation of service management in Taihe County,and concludes that there are some problems in service management of outflow population in Taihe County,such as incomplete function of service management institutions,inadequate organization and implementation of service management and inadequate quality of service managers.In view of these problems,the author puts forward some countermeasures,such as giving full play to the functions of service management institutions,strengthening the organization and implementation of service management,and strengthening the quality and capacity building of service managers.The purpose is to improve the service management level of outflow population in Taihe County,to improve the quality of life of outflow population in the inflow area,to enable outflow population to enjoy equal public services,perfect social security,and to enable left-behind children,empty nest elderly and left-behind women to live a stable and happy life.
