Evaluation Of The Capability Of Sichuan KL Limited To Transfer Of Military Technology To Civil Use

On June 2017,Defense science and Technology Bureau release 2017 National Defense Science and Technology Bureau civil military integration special action plan.It is a strategic task of overall,long-term and forward-looking to accelerate the scientific and technological innovation capability of civil-military integration.Mianyang is the only city of science and technology approved by the State Council and National new industrialization demonstration base,It is China’s important base for national defense,military industry and scientific research and production.Chinese Academy of Engineering Physics as the only twelve largest military group in China outside the capital.With its participation,a number of famous military to civilian enterprises like Changhong group were born.In recent years,Mianyang Actively Promotes the Construction of Science and Technology Innovation Platform System,Effectively promoting the transformation of military-civilian dual-use scientific and technological achievements and the development of high-tech industries.In the course of development,we find that there is a lack of typical research on the issue of military-to-civilian conversion,especially for the problems encountered in the development of Military-to-Civilian Enterprises.This paper will take a typical military-to-civilian enterprise,Sichuan KL Co.,Ltd.(hereinafter referred to as KL Company)as an example,applying Analytic Hierarchy Process to finding out the current situation of the enterprise’s ability to convert military to civilian,discovery of problems and shortcomings encountered in the development of Military-to-Civilian Enterprises.It is proposed to explore the establishment of a "secondary R&D" platform for military-tocivilian patents,promoting the Benign Development of Military-to-civilian Conversion.
