Research On The Status Of Social Security For Migrant Workers In Nanchang City And Countermeasures For Improvement

In the report of the 19 th CPC National Congress,General Secretary Xi stated that in accordance with the requirements of “the bottom line,the woven network,and the construction mechanism”,it is necessary to comprehensively build Social Security System covering the whole people,balancing urban and rural development,having clear powers and responsibilities,providing adequate,sustainable and multi-level social security.In 2017,the total number of migrant workers in China reached 287 million,and migrant workers have become an important part of our employment.At the end of2016,the total number of migrant workers in Nanchang was 1896,000.At the end of2017,the number of migrant workers in Nanchang increased to 2196,000,with an annual growth rate of 15.82%.The proportion of migrant workers in urban social workers was nearly 10%.With the development of economy and society and the deepening of industrial restructuring,the trend of rural employment population transferring to city in Nanchang will continue,and the proportion of migrant workers in the urban employment population in Nanchang will continue to grow.The service target of the multi-level social security system covering the whole people is all members of the society.The results of the construction of the social security system should ultimately be shared by all members of the society,and the group of migrant workers certainly should be included.However,the social security level of migrant workers in Nanchang has not been improved simultaneously with the improvement of economic development level.Migrant workers in Nanchang are engaged in the work with high labor intensity,high degree of danger and they are working in poor environment,however,they are the groups that benefit the least from social security and basic public services.It is still widespread that a large number of migrant workers are uninsured,lacking of vocational skills training,low labor quality,low wage income and in arrears.Studying and solving the social security problem of migrant workers in Nanchang which improving the social security level of migrant workers in Nanchang is the main task of promoting people-oriented urbanization construction and is the inherent requirement for safeguarding and improving people's livelihood and promoting social fairness and justice in development.It is an important measure to implement the spirit of the19 th CPC National Congress and comprehensively build a social security system.Through the analysis of the current policies of social security for migrant workersin Nanchang,combined with the questionnaire survey conducted by 2,700 migrant workers in the city,the paper concludes that the main problems of social security for migrant workers in Nanchang are low rate of the social insurance participation,less wide coverage of vocational skills training,universal labor tort phenomenon,and less awareness of rights protection.The causes of the problems are analyzed through interviews with migrant workers,employers,social insurance agencies,employment service agencies,and labor inspection departments.Finally,based on the actual situation of Nanchang,the countermeasures for improving the social security of migrant workers in Nanchang City were put forward: The first is to innovate service management and increase the participation rate of migrant workers' social insurance;the second is to strengthen policy incentives and guide the social participation of vocational skills training;the third is to improve the labor security supervision legislation and law enforcement,as well as effectively protect the legitimate rights and interests of migrant workers.Through the joint efforts of the government,enterprises and migrant workers,we can expect the increase of the social insurance participation rate of migrant workers in Nanchang,the improvement of the coverage of vocational skills training for migrant workers in Nanchang,the improvement of right-protection awareness of migrant workers in Nanchang,and the optimization of the status of social security for migrant workers in Nanchang.Efforts will be made to achieve the equalization of human resources and social security public services in Nanchang,and finally achieve the goal of comprehensively building a social security system covering the whole people,balancing urban and rural development,having clear powers and responsibilities,providing adequate,sustainable and multi-level social security.
