At present,China's aging population problem is increasingly prominent,the problem of labor shortage gradually emerged.Therefore,in order to effectively deal with the increasingly severe problem of the aging of human resources,under the traditional mode of human resources development,the elderly human resources development and Utilization must be carried out.Retired veteran cadres as old age group of the elite,they has the unique advantages as the contributors of social development and Utilization,witnesses,,they are the precious resources of social wealth,how human resources development and utilization of veteran cadres,and how to play the role of retired veteran cadres,It is not only rich in later life,fully meet the needs of the life value,is also actively deal with an ageing population,changes in response to China's labor market demand.At the same time,the work of veteran cadres is also an important part of the CPC's personnel and organizational work,with distinctive Chinese characteristics.How to make better use of the human resources of veteran cadres,give play to the unique advantages of this group,so that,it plays a significant role that the majority of veteran cadres continue to contribute to the cause of socialism in China,However,There will be some problems in the process of the development and utilization of the human resources of the veteran cadres,such as poor effectiveness of the development and Utilization of the human resources of the veteran cadres,weak development strength,insufficient sustainability of development and Utilization,and unclear policy environment.It can be said that the research of this paper has certain practical guiding significance.In this paper,from the perspective of the collected related literature at home and abroad,using positive aging theory and maslow's hierarchy of needs,in order to R county human resources development and utilization status of veteran cadres as an example,analyzes the problems and reasons in the process of cadre to develop human resources,and how to better development and Utilization of retired veteran cadres in the new situation of human resources,play a role of retired veteran cadres to provide six strategies: Firstly,establish a theoretical guidance system deviating from science;Secondly,the enhancement thought understanding;Thirdly,focus on the sustainability of the organization construction of the old community;Fourthly,attach importance to the mechanism construction of human resource development and Utilization of veteran cadres;Fifth,broaden the scope and content of human resources development and Utilization of old cadres;Sixth,unimpeded the channel which the veteran cadre human resources develops.In a word,this paper R county human resources development and Utilization with the actual,for example,combined with the use of active aging theory,Maslow's hierarchy of needs,retired veteran cadres of R county,the current situation of human resources development and Utilization,existing problems and reasons were analyzed,and how to better development of retired veteran cadres in the new situation of human resources,play a role of retired veteran cadres the opinions of the targeted Suggestions,the retired veteran cadres of R counties human resources development and Utilization,guide retired veteran cadres work put forward the operational reference to build.
