Retired cadres are the precious wealth of the Party and the country,of which,the political advantages,experience advantages and prestige advantages can not be underestimated.By the end of 2018,Shanghai's elderly population had exceeded 5million,among which the number of retired cadres accounted for nearly one-tenth.In2035,Shanghai will develop to be an international metropolis of socialist modernization with world influence.During this period,a large number of social resources are needed to support,especially human resources.Retired cadres are mostly experienced in the establishment of New China,reform and opening-up,who are lessons from the past and teachers from the future.however the social participation of this group is low,which don't match with their resources on intelligence,politics and experience,Has caused a certain degree of waste of social resources.Meanwhile,there has been relatively weaker and lagging research on these issue.This paper analyzes the present situation of retired cadres of social participation,through sorting,screening and identification of relevant books and journal articles both at home and abroad,accessing to the policy documents and work experience reports,Combining with the social participation cases of retired cadres in H District,comparing and analysing their commonness and characteristics,historical development and current situation with that of the whole city.By means of questionnaires,interviews and case analysis,reveals the status quo of social participation of retired cadres,and recognizes the individual physical and mental status of retired cadres.Uphold the different views on ageing;expectations for social participation;and the existing environment for social participation;platforms and channels;Subjective and objective factors such as working ideas and methods of the working departments of veteran cadres will have an impact on the social participation of retired cadres.After drawing lessons from the advanced concept of social participation of retirees in developed countries,from the macro,meso and micro levels,the paper gradually focus on the countermeasures and measures to promote effective social participation of retired cadres.Firstly,the social participation of retired cadres involves the overall planning of human resources at the macro level,and policies and regulations should be promulgated as soon as possible to standardize their development and utilization.Secondly,the society should create a good participating environment for retired cadres,and integrate the beneficial participating behavior of retired cadres into the scope of social governance innovation.Finally,the working departments of veteran cadres should take active ageing as a policy framework,build a platform to meet the common needs of society and veteran comrades,and lead the retired cadres to truly realize the cause of the Party and the people to add positive energy.
