Research Of The Playing Retired Cadres’ Role

Retired cadres belonging to the category Elderly Resources, It is part of society’s human resources. Playing the role of retired cadres could promote the development of country’s economic, social governance, education, culture and health. But the process of playing a role of retired cadres, there are recognition of the existence of bias, lack of utilitarian ideology and institutional mechanisms and other issues. So, this study has great practical significance.This paper reviews the relevant literature at home and abroad firstly, studied the problems of the status quo at home and abroad to play the role of retired cadres. Then, using Aging Science Theory and Elderly Human Resource Theory, this paper has analyzed the problems and their causes during the playing role of retired cadres, put forward some effective measures to solve these problems. These measures are mainly seven areas. Firstly, we should take more science theory to lead playing retired cadres’ role. Secondly, Party and government leaders attach great importance and improve relevant supporting policies. Thirdly, we must integrate the functions of all old institutions involved, improve function in elderly associations. Fourthly, we should extend the scope of the role of the main content of retired cadres. Fifthly, we could focus retired cadres play an active role in the reasonable arrangement. Sixthly, we should ensure the role of retired cadres channels. Seventhly, we should establish talent database of retired cadres.Using Aging Science Theory and Elderly Human Resource Theory, This paper fully integrated role of retired cadres actual situation of Zizhong County, playing a role of building retired cadres institutional mechanisms. It can provide a useful reference for retired cadres of human resources development.
