Research On The Problems And Countermeasures Of Human Resources Development Of Retired Cadres In Yangzhou City

Retired cadres are precious fortune to our party and country,they are the pioneers of socialism construction with Chinese characteristics,they are also the designers and leaders of reform and opening.With the development of society,the retired cadres had many new changes and contradictions in age structure,health,mind and spirit demands,the retired cadres' work are facing many challenges.There is significant reference value to solve the social problem at present if the retired cadres ' human resource can be developed,and also successful experiences to elderly human resource development.The article is based on the research data of retired cadres in the city of Yangzhou,Combining the other cities' situation of retired cadres in our country with the theoretical achievements in science of public management,politics,sociology,by means of questionnaire survey,interview and comparative analysis,it makes research on the factors of affecting retired cadres' human resource development,and analyzes the five contradictions of the inaccurate thought,lack of institutional innovation and platform and so on.Furthermore,I find the scientific and systemic solutions,including setting up the new concept of human resources development of Retired cadres,building a perfect policy system,improving the work of human resource management of retired cadres,promoting the innovation and development of human resource management of retired cadres.Proposed a targeted and practical and recommendations from four angles of society,state,retired cadres department and the retired cadres,to achieve a reasonable human resources development and utilization purposes of the retired cadres.
