Abstract/Summary:
As the world’s largest developing country,since the 1980 s,when institutional reform promoted poverty alleviation,the specific implementation strategies for poverty alleviation at different stages of China’s development have also been different.Since the 18 th CPC National Congress,the CPC Central Committee has made a series of major decisions and plans on poverty alleviation,launched a comprehensive battle against poverty,and expanded the road to poverty alleviation with Chinese characteristics.At the present stage of poverty alleviation and development,the situation of the poor population is also changing.The Party Central Committee has raised the poverty alleviation challenge to the national strategic level and has achieved remarkable results.Due to the influence of various factors,poverty alleviation still faces a series of fragmentation issues such as participation,policy,information,and resources and funds in practice.With a large number of poor people,the time is becoming increasingly tight to meet the target of poverty eradication by 2020.The rest of the poor households are in dire straits.As one of the battlefields for poverty alleviation,X County is faced with outstanding problems such as economic and social development and large numbers of poor people.It can be said that there is no well-off in X County without the well-off households in poor villages,and the well-off in X County can not achieve the goal of a well-off society in an all-round way.In the new normal economic and social context,only by focusing on the problems and analyzing the causes,and by addressing the problems as the breakthrough point,can we do a better job in poverty alleviation.It can be seen that the author takes X County of Guangxi as an example to study the fragmentation problem in poverty alleviation and put forward relevant countermeasures,which will help to advance poverty alleviation work.This thesis mainly focuses on the holistic governance theory.It explores the fragmentation of poverty alleviation in X County,and puts forward some superficial suggestions based on individual ability.The framework of this thesis is divided into six parts: introduction,four chapters andconclusion.The introduction briefly expounds the background and research significance of this paper;This paper reviews the research status of foreign countries from three aspects: anti-poverty,fragmented government and holistic governance theory.This paper reviews the current situation of domestic research from four aspects: anti-poverty,precision poverty alleviation,fragmentation of government and precision poverty alleviation.This paper expounds the contents and methods of this study,and illustrates the framework and innovation points.The first chapter mainly defines the three core concepts of poverty eradication,fragmentation,and poverty eradication.This paper’s theoretical research tools: holistic governance theory and service-oriented government theory.On the basis of elucidating the theory of holistic governance and the theory of service-oriented government,this paper analyzes the concordance between the theory of holistic governance and service-oriented government and the fragmentation problem in poverty alleviation.The second chapter describes the basic situation of X County,the distribution of the rural poor population,the analysis of the causes of poverty,the measures to combat poverty,the achievements made,and the specific manifestations of fragmentation.The third chapter from the actual point of view,examine and analyze the X county in the fight against poverty in the cause of fragmentation problems.First,the coordination and integration of the participating subjects is not enough;The second is to help the conflict between the goal and the means;Third,the allocation of poverty alleviation resources is not accurate;Fourth,the long-term mechanism of stable poverty alleviation is missing.Chapter IV aims at the fragmentation of poverty alleviation in practice,taking as its starting point the holistic concept of governance and the theory of service-oriented government,and combining relevant policies and measures with practical experience.Strategies to improve and optimize the dilemma of poverty eradication are put forward from the four aspects of "improving coordination and cooperation mechanisms","improving demand-oriented mechanisms","effectively integrating poverty alleviation resources" and "improving long-term mechanisms for stable poverty eradication".The conclusion introduces the results of this study,the shortcomings and the next research direction.The innovation intention of this thesis is mainly reflected in the following: This paper focuses on the application of academic research,and comprehensively uses the holistic governance theory and the service government theory to study the practice of government behavior.As a new research perspective of new public management,holistic governance theory and service-oriented government have not used these two theoretical tools to study thefragmentation problem in poverty alleviation.Therefore,this paper uses the theory of holistic governance as an academic tool,supplemented by the theory of service-oriented government,to study the fragmentation problem in the "poverty alleviation",and combines the analysis of relevant data and data of the local poverty alleviation and poverty alleviation policy measures and practical experience in recent years.Following the principles of holistic governance theory and service-oriented government theory,it has a certain innovation and guiding significance to put forward the strategy of optimizing the dilemma of poverty alleviation from four aspects,such as "improving cooperation mechanism".
