In October 2015,China fully implemented the policy of one couple having two children.It has been nearly two years since then,and the impact of this policy on all aspects of economy and society is gradually showing.As a basic national policy,the family planning policy is the strictest for the implementation of civil servants,teachers and other public officials.The policy changes from"one-child only" to "selective two-child" to "national two-child"have a series of impacts on the profession,family and life of public officials.Women in public service who have strong desire for a second child are more affected.National two-child policy more broadly meet the needs of the individual have a second child,to further expand the female reproductive space and reproductive freedom,especially greatly released,female civil servants pent-up childbearing willing to improve the subjective well-being of female civil servants,but at the same time,national two-child policy implementation landing to female civil servants this group also has brought some negative influence,especially in terms of occupational planning.It is of great significance to study the negative impact of the national two-child policy on the occupational planning of female civil servants,to the management construction of the entire civil service team,and to improve the governance capacity of government organs.At the same time,female civil servants,as an important part of professional women,study the difficulties and countermeasures faced by their occupational planning in the context of the national two-child policy,which will also play a positive demonstration role in solving the problem of female occupational planning in the whole society under the same policy background.City A is located in the Pearl River delta region of Guangdong province,with a high level of economic development and excellent government public service capacity.The construction and management of the civil service team is typical and representative to a certain extent.The author select the city female civil servants as the research subject of this paper,in the perspective of gender,the integrated use of questionnaire investigation,interview method and literature method,study the national two-child policy supply female civil servants occupational planning encountered difficulties,analysis the problems of deep level reasons,and advances some countermeasures and suggestions to promote the development of civil servants career.This paper is divided into six chapters.The first chapter is the introduction,which mainly clarifies the research background and significance,sorts out existing relevant research literature,and summarizes the relevant research results briefly.The second chapter is the research design,which clearly defines several key concepts of this paper,briefly introduces related theories and research methods involved,and explains the research thinking and framework of this paper.In chapter 3,the author summarized the occupational planning status and characteristics of female civil servants based on the questionnaire survey and interview materials,and elaborated on the negative impact of national two-child policy on the occup,ational planning of female civil servants,mainly including five aspects.Second,it increases the gap in the career.Thirdly,it reduces the possibility of post communication.Fourth,it reduces the opportunmties of vocational training.Fifth,it intensifies the conflict of gender roles.The fourth chapter analyzes the problems in the third chapter and concludes the reasons for the occupational planning dilemma of female civil servants in the background of the national two-child policy.The fiith chapter puts forward me countermeasures and suggestions to promote the occupational planning of female civil servants,including public policy level,unit level,family level and individual level.Chapter 6 summarizes the conclusions of this paper,clarifies the innovations and deficiencies,and puts forward suggestions and hopes for future research.
