On Cyber Public Opinion Governance By Local Governments In New Media Era

This dissertation adopts the approach of public crisis management and discusses the cyber public opinion governance by local governments in the digital era.First,the dissertation defines the cyber public opinion,its characteristics and classification,which puts forward the problems the local governments have to face with.Secondly,the dissertation thinks that dereliction of duty of the local governments derives from the reasons below,(1)incomplete legal system,(2)conservative ideas on cyber public opinion governance,(3)insufficient ability on cyber public opinion governance,(4)lacking certain coping mechanism.Finally,the dissertation suggests that the local governments complete the legal system,innovate the relating ideas,optimize the mechanism,enhance the technology and fulfill the supporting resources to deal with the changes of public opinion in the new media.In the analysis of specific solutions,this paper emphasizes the following points,which are the orientation of regulation-making,humanistic care,judge and prediction,data and big data usage,talent and intellectual resources development.The whole paper uses the literature review and empirical study methods.For example,it combs the trajectory of interaction between the new media and cyber public opinion,compares the same topic in the internet,analyses the same region to deal with the different topics and affairs.
