Mode Construction And Countermeasure Research Of Rural Grass-roots Deliberative Democracy

As a new trend of democratic theory,deliberative democracy has risen in the western academic circles in order to response to electoral democracy dilemmas and curb social disintegration.It advocates that free and equal citizens through the orderly,rational dialogue and consultation,survey the views of others and shift self preference,form widely accepted solution or decision.Deliberative democracy contains values such as equality,cooperation,tolerance and rationality,which are highly fitted to our traditional harmony political culture and socialism deliberative democracy system.Deliberative democracy has the basics of carrying out the practice in China,also provides a new perspective for the advancement of democratization process.Countryside is the foundation of democratic politics construction in our country,the political participation level of Rural masses has important implications to governance and stability of the whole country.In modern society,countryside carries more social demand,but also accumulates a lot of social contradictions,non-institutionalized participation such as collective petitions,violent resistance,has shown a rising trend.Introducing deliberative democracy to the grass-roots society,is important for resolving social contradictions and enhancing the level of governance.Especially since the 18th National Congress,the separation speed of social negotiation and political consultation has sped up,rural grass-roots deliberative democracy has ushered in the critical development period,theory and practice research of grass-roots deliberation in academic circles has also ushered in the golden period.The paper is guided by marxist democratic theory,marxist civil society theory and Chinese characteristic deliberative democracy theory,uses literature analysis method,case analysis method,comparative study method and historical materialism and dialectical materialism analysis method,in order to construct development mode of rural grass-roots deliberative democracy that fits in political system and political culture in our country.First of all,on the basis of combing the literature,the paper summarized appropriateness and differences of Chinese and western deliberative democracy thought systematically,defined to the concept of rural grass-roots deliberative democracy in our country;Secondly,based on the development of our country since the founding of the deliberative democracy at the grass-roots level in rural areas of perspective,from two dimensions analysis of the system of the subject and the plight of the deliberative democracy at the grass-roots level in rural areas and the reasons;Thirdly,the paper divided the interaction between rural society and grassroots government into two kinds of ability,according to the pecking order configuration of two kinds of ability,induced four patterns,and pointed out that the export-oriented model of deliberative democracy was the optimal choice and inevitable trend for rural grass-roots deliberative democracy,then discussed the mode construction from the aspects of key elements,operation mechanism,dynamic mechanism and so on.Then the paper summarized three kinds of practice form of rural grass-roots deliberative democracy,including democratic management,democratic decision-making and democratic supervision,through case studies,discussed the application value of the export-oriented model in these kinds of practice form.Lastly,this paper discusses the future development direction of rural grass-roots deliberative democracy in our country,including supporting for the strategy of rural vitalization,integrating into the villager autonomy system,expanding the subject of deliberative democracy and shaping the modern citizen,then the paper puts forward the reasonable suggestion to accelerate rural grass-roots deliberative democracy development from the aspects of consultation system building,consultation program design,consultation participants cultivation and consultation form innovation.
