Research On Youth Affairs And Policy Development In China In The Past 40 Years Since Reform And Opening-Up

To develop the cause of the party and the country,the youth must first develop.The communist party of China CARES about young people and trusts them fully.It places its hopes on them and regards them as the future of the motherland.In the 40 years of reform and opening-up,the role of youth in the reform has become increasingly prominent,but the problems of youth development have also become increasingly prominent.In order to help young people grow up and gather their strength,China has been strengthening the management of youth affairs and constantly improving the youth policy system.The medium-and long-term youth development plan(2016-2025)is the top-level design for the cause of youth development and an innovation and breakthrough in the management of youth affairs by the party and the government,realizing the integration of China’s youth policies.Policies are formulated for implementation and practical problems in youth development need to be solved urgently.Based on this,this thesis from the youth affairs and policies in China since reform and opening up the focus of the comb,the latest achievements of youth affairs and policies in China--the planning content has carried on the detailed interpretation,not only for the development of youth affairs and policies of the comb,looking forward to more of youth policy implementation and boost youth development Suggestions are put forward.The paper is divided into five parts:The first part briefly expounds the background of this study,also include the theoretical and the practical significance of this study,introduces the current research situation of youth affairs and policies at home and abroad,indicate the key points,the difficult points and the innovation points of this research,and puts forward the research methods used in this research.The second part starts from the definition of youth,explains the definition of youth and lists the definition of youth age in different fields.Then it summarizes the characteristics of UN youth affairs and policies.Finally,the connotation analysis of China’s youth affairs and policies is made,and the concept of China’s youth affairs and policies is stated.The third part of China’s youth affairs and policy since the reform and opening up of the key content has been sorted out.In the early reform and opening up,reform deepening,the socialist market economy began to build,comprehensively deepen reform since the eighteenth big important historical period for the node,such as the youth entrepreneurship education,youth employment and youth work,youth volunteer service four aspects of youth affairs and policy in detail.The fourth part is the latest achievement of China’s youth affairs and policies,namelythe interpretation of the mid-and-long term youth development plan(2016-2025).The publication of the plan integrates the long-term scattered youth policies in China and provides a model for the development of local youth policies in various regions of China.The principle of "party governing youth" first put forward in the plan clearly indicates that the communist party of China is the first subject of youth policies,and the formulation and implementation of youth policies should be led by the communist party of China.The establishment of the principle of party governing youth can better promote the development of Chinese youth.The "youth first development" strategy proposed by the plan reflects the important status and irreplaceable role of youth,which meets the needs of the development of the cause of the party and the country and is conducive to creating a solid platform for youth development through interaction at all levels.The fifth part puts forward some Suggestions on the implementation of China’s youth policy.To implement the policy is the ultimate goal of making the policy,we must adhere to the guidance of xi jinping thought on socialism with Chinese characteristics for a new era and strengthen the organizational guarantee of the party organization and the communist youth league.Based on China’s national conditions,we need to develop an international vision,learn foreign experience,establish and improve the implementation mechanism and evaluation mechanism of youth policies,and speed up the implementation of policies.
