Research On The Risks And Countermeasures Of China's Government Data Opening

With the rapid development of technology in the information age and the improvement of the level of e-government construction,the government as a major holder of open data has mastered a large amount of information resources and raw data.In the context of big data,in order to equalize the level of public services,the government's implementation of data opening has become an inevitable choice.On the one hand,people can easily obtain information from the Internet,on the other hand,they also bring hidden dangers of personal information disclosure,how to find a proper balance between data opening and data security,avoiding the risks brought by the information technology revolution,and become data.Handling technical problems.Under the background of government application of big data technology implementation data,data breaches,data tampering,identity and private information theft are all forms of data openness risk,which has a negative impact on the policy implementation environment of government data.Therefore,it poses a challenge to the government's application of information data,and it is necessary to introduce big data management methods and technologies to improve the governance ability of government data open risks.Taking the risk of data opening and countermeasures as the research object,the methods of text analysis and case study mainly study from the following aspects.Firstly,it expounds the research background and research status of government data open risk,analyzes the existing risk society theory and the right to know and privacy,and analyzes the conceptual differences between information disclosure and data opening,risk and risk management.Secondly,the operational logic of the existing security protection mechanism for government data opening can be obtained through research on policy texts and website platforms.Through the retrieval of policy texts,it is proposed to select documents on data openness and security at the central level and 15 sub-provincial cities,and sort out existing data security protection mechanisms from four dimensions: policy type,organization,policy objectives,and policy tools.The research on the privacy protection mechanism of the data open website platform of 16 cities is carried out,and different specific measures are summarized to lay the foundation for analyzing the risk reasons of data opening.Third,after reviewing the literature and policies,we can classify the risk descriptions of China's government data open into personal privacy risks,data systemic risks,economic risks,government governance system risks,national security risks,and summarize the causes of data open risks.It includes three aspects: data users,data openers and administrative environment factors.Fourthly,it sorts out the open and safe management laws and regulations of the United States,Britain and other countries,summarizes the experience and enlightenment worthy of the Chinese government's study,and summarizes the countermeasures against the open risk of government data in China.Based on the above researches,it can be found that government data opening and data security issues are closely related.How to establish and improve the government data open risk management system in line with China's national conditions based on the existing data security protection mechanism has become an urgent need for academic research.problem.Data opening involves national security,government governance,social stability,economic development and personal privacy,and plays an important role in improving the government's governance capacity and public service level.For the future government data open risk management system,we should focus on establishing a system for risk identification and assessment,improve the government's ability to prevent data risks,and deepen the attention of all sectors of society on the risks caused by data openness.
