Research On E-government Performance Evaluation In Harbin From The Perspective Of Public Value

The information age,the development of e-government has been highly valued by all countries,and it has become an important way for the government to realize public services.E-government pertormance evaluation has also become an indispensable link for the government to improve work efficiency.E-government performance evaluation is conducive to correct guidance of e-government development,actual improvement of government performance,prevention of e-government construction risks,and construction of a clean and transparent government.Under the service-oriented government,public value gradually appears in the field of e-government,which promotes the transformation of government,makes citizens'participation more valued,and takes the maximization of public interests as the ultimate goal.From the perspective of public value,the research on E-government and performance evaluation has been paid more and more attention in many countries,but the combination of public value and e-government performance evaluation has not been studied yet.The combination of public value and e-government performance evaluation can maximize public interests and promote the improvement of government work.Since 2002,when the Harbin municipal government issued the annual task guide for the government affairs informatization construction of Harbin municipal government system from 2002 to 2003,it has attached great importance to the e-government work,but there are still some problems in the performance evaluation of e-government.For example,the government controlled at the early stage is weak in operability,the public participation in the evaluation results is low,the scale of potential development is small in coverage,and the social level of evaluation indicators is low.In order to improve the work efficiency,to better promote e-government performance evaluation work in Harbin,the author on the public value theory,governance theory and the theory of objective management as the foundation,from the Angle of public value analysis of the current situation of Harbin city e-government performance evaluation,points out the problems of the e-government performance evaluation in Harbin;Based on the experience of e-government performance evaluation in New York City,Northern Ireland,Ontario,Canada,Guangzhou,Shandong and Hangzhou,the paper proposes to improve e-government performance system based on public value.Strengthening the training of e-government staff with public value orientation;Take the public value as the core to make the appraisal subject diversity and so on countermeasure.Taking the public value as the concept and the balanced scorecard and the public value scorecard as the evaluation methods,and the PPP pattern of public-private concept fuses in together,a new e-government performance evaluated public value scorecard model performance evaluation index of Harbin E-government is constructed.I hope it will be helpful to improve and perfect the performance evaluation of Harbin E-government.
