Research On Sustainable Livelihoods Of Land-lost Peasant Households

In recent years,with the rapid development of China's economy and society,the rapid advance of industrialization and urbanization,as well as the construction of national engineering and project,more and more farmers lost their land,then become a special group-the land-lost farmers.Land is the foundation of farmers relies for survival and development,once farmers' land face the expropriation,their life and production will have a series of problems,such as farming landless,employment difficulty,lack of social security ect,coupled with the rising of cost living,the land-lost farmers are very easy to fall into the predicament of the poor.Therefore,how to reduce the factors leading to and returning to poverty of land-lost farmers,make them have the ability of sustainable and stable development,this is an urgent problem to be solved.To study the sustainable livelihood of land-lost farmers,explore the living conditions of land-lost farmers and the problems in realizing sustainable livelihood,have great significance to solve the poverty problem of land-lost farmers,to promote the sustainable livelihood of land-lost farmers and to build a moderately prosperous society in an all-round way.So,this paper takes the land-lost farmers in YiLong new area,QianXiNan prefecture,GuiZhou province as the research object,based on the sustainable livelihoods analysis framework,combining the theory of sustainable livelihood and the actual situation of farmers in this area,the evaluation index system of sustainable livelihood of land-lost farmers was constructed.By using entropy value method and analytic hierarchy process(AHP)to determine the index weight,Then using the comprehensive index method to measure the sustainable livelihood level of land-lost farmers,and then explain the sustainable livelihood of land-lost farmers.The result of research shows that:(1)Among the five capitals that constitute the sustainable livelihood of land-lost farmers,human capital has the highest capital value,followed by social capital,financial capital,material capital and natural capital;(2)In the investigation of 227 households land-lost farmers,the minimum value of the sustainable livelihood index is 0.1140,the maximum value is 0.5988,and the average value of all farmers is 0.3463,It shows that the sustainable living level of land-lost farmers in YiLong new area of QianXiNan prefecture is generally low and the differences between farmers are small;(3)From different levels,the total livelihood capital index of land-lost farmers ranged from 0.1 to 0.2,have 10 households,accounting for 4.4%;there were 159 households between 0.2 and 0.4,accounting for 65%,having the largest proportion;between(0.4-0.5),there are 50 households,accounting for 22%;There are8 households between 0.5 and 0.6,accounting for 3.5%.The proportion of land-lost households with higher livelihood capital index and lower livelihood capital index are lower,The sustainable livelihood index of most farmers is concentrated in the range of 0.2-0.5,showing a distribution trend of "low at both ends,high in the middle".Based on the above analysis,this research puts forward the following policy suggestions to improve the sustainable livelihood level of YiLong new area,Reasonable compensation standards for land acquisition;Establishing employment and social security system for land-lost farmers;strengthen the skill training of land-lost farmers and improve their employability;strengthen the psychological counseling of land-lost farmers;finally,make full use of mountain tourism resources to develop rural tourism.
