The EU is the most important international political and economic organization in the world today and one of the main actors in global governance.Africa and Europe are geopolitical intimates and have a long history.In the mid-20 th century,after the colonial system gradually disintegrated,the international situation and the world patterns changed drastically.Moreover,with the rise of African cooperation on a global scale in the past 20 years,the strategic significance of African affairs has become increasingly important.An important part of global governance is also the key to the governance of the EU,especially in promoting trade liberalization and building a security defense system,which is directly related to the stability and development of the European continent.France is also an indispensable part of the EU's participation in African affairs.Historically,it was the longest-established powerhouse on the African continent.In the era of imperialism,it had a profound impact on the northern,western and parts of central Africa.These countries and regions still use French as their official name.Or a common language,which is convenient for France to achieve political and cultural identity,to fight for allies or to develop partnerships;since the end of the Cold War,world politics has developed toward multiploidization.With the evolution of the world power structure,France is international.The contest is in a weak position,and the international forces such as the United States and China have gradually penetrated Africa and carried out economic and military cooperation.The global economic turmoil has also caused the system of the African CFA franc to suffer setbacks,and France's influence in this region has declined.Therefore,France will also strive for a place of struggle for this traditional diplomacy in Africa in order to revitalize the prosperity of France.Due to the blessing of various factors inside and outside,since 2007,the EU and France have made many new adjustments to Africa's policies.Official documents have officially announced the opening of European-African relations from dependency to equality and actively building a new type of strategic partnership.Attempts have been made to deepen trade liberalization,implement the principle of democratization,and implement the military intervention.At the same time,under the impetus of France,the EU has also restarted the Barcelona process,and the EU's neighboring policies have been improved to further promote regional cooperation in the Mediterranean and Africa.This article will also focus on the changes in foreign policy during this period.First,the EU's overview and analysis of African policies after 2007 will serve as the external basis for the recent three French government policies on Africa.Secondly,this article will also be after 2007.France outlines and analyzes African policies,and aims to assess the nature,characteristics,and influence of French foreign policy,and divides the term of the leader as the boundary,sums up its foreign policy tendency,and tries to depict the tortuous development of the relationship between France and Africa at this stage.In addition,in the process of integration of the European Union,the "Europeanization" embodied in foreign policy is also the focus of this article.From the internal perspective,the EU's supranationalism and intergovernmentalism have fostered the consistency of foreign policy.Collaboration,from the outside,the EU is also further trying to expand the multilateralism of diplomacy and retain its dominance.The structure of the thesis is mainly divided into three layers: First,it outlines the EU's policies on Africa from a macro perspective,including its structural characteristics,policy system,and strategic significance.It reflects the complementary relationship between the EU's African policy and related neighboring policies.Its important role in the governance of the EU's periphery;secondly,it will explain the dimensions,connotations,characteristics and strategic significance of France's policies towards Africa.From the study of its historical basis and social reality,it summarizes France's core EU member states and the world.The purpose and means of the status of a big country in the political structure;finally,from a microscopic case study,reviewing the African policy under the leadership of three different presidents and governments in France from 2007 to the present,and further observing the diplomatic trend of France for more than ten years.To explore the ways and factors of France's policy changes under realistic conditions.In order to facilitate research in accordance with this model,the main research methods adopted by the thesis include literature analysis,inductive analysis and case study.Based on the relevant foreign policy and research literature of the EU and France,case studies are conducted from France and the relationship between Algeria is used to explore the strategic significance,connotation,and characteristics of France's African policy,and to summarize and compare the styles of different leaders.
