During the past 40 years since the Reform and Opening up,China's urbanization process has achieved remarkable results.While the rapid development of urbanization,the central government and local governments are facing enormous financial pressure.Because the land has economic characteristics,in which agricultural land,especially cultivated land as a national strategic security reserves,and contains the replacement of the lower economic efficiency,the Government can only focus on non-agricultural land.The conversion of agricultural land use as a reasonable legal means for the conversion of agricultural land into non-agricultural construction land has an important role in realizing the orderly circulation of non-agricultural land,increasing government revenue and promoting regional urbanization.Based on the theoretical framework of the central and local government agricultural land transfer approval mechanism,this study divides the explanatory variables into two categories:interest incentive,resource control and goal orientation,using the provincial level data from 2000 to 2012.This paper analyzes the influencing factors of the approval scale of the central and local governments,and reveals the difference of the dynamic mechanism of agricultural land conversion.The results show that the approval of the conversion of agricultural land at the central and local governments is affected by economic and financial factors,and there are differences in the resource control mechanism and target orientation mechanism of agricultural land conversion approval.In summary,the central government has strict compliance with the national agricultural land control policy in the agricultural land conversion approval tendencies,local governments will tend to control the policy response measures to expand the scale of approval.Compared with the central government,local government land use approval is more susceptible to regional farmland resource endowment,land use efficiency and fiscal expenditure,income and other factors.In addition,there are differences between the central and local governments in the eastern and western regions.The eastern part of the central and local governments in the eastern part of the agricultural land use approval of the most obvious differences in the dynamic factors,followed by the western region,the central region is the most obvious.Based on the above conclusions,the central and local government conversion of agricultural land has a common basis for cooperation,not necessarily to transfer the approval of agricultural land to the central.The central and local governments shall carry out the division of labor within the scope of their respective examination and approval authority,reform the existing system of dividing the examination and approval authority according to the size of the examination and approval,and submit the examination and approval project with clear and transparent rights and openness to the local government for examination and approval.The government is responsible for the examination and approval of matters in advance and after the supervision,and then optimize the central and local governments to switch to the approval of agricultural land,according to local conditions to implement the agricultural land transfer approval management measures to promote agricultural land transfer system play a role.
