Research On The Function Reconstruction Of Townlets In Western China From The Perspective Of Equalization Of Public Services

The urban-rural dualization system has always been one of the problems affecting China's social equity and urbanization.For this reason,the national policy and social sciences community has been working hard and making many attempts.In the 1980s,Mr.Fei Xiaotong started from the peasant life in China and proposed to build a new growth point for urbanization in China by building townlets.His fundamental purpose is to prosper the rural economy and promote the integration of urban and rural development.Although it has encountered many setbacks in the development,especially the vast western mountainous areas of China cannot adapt to this kind of development mode with towns and villages,but it still leave a lot of valuable experience and worthy of us for the later road exploration.In the face of many townlets in the western region that are lacking in post-development momentum and facing bottlenecks in development,how to re-align development orientation and achieve functional reconstruction needs to be combined with the needs and trends of economic and social development.With the development of the economy and society,new requirements have been put forward for the construction of the public service function of the Chinese government.However,under the current development of urban and rural dualization in China,the inequality in public services is particularly prominent.Combining the two problems,this paper proposes to highlight the supply role of grassroots public services in the functional reconstruction of small towns in the west,so as to promote the equalization of urban and rural public services and provide a new development path for western urban construction.This paper analyzes the current situation of the difference between urban and rural public services in the western region and the reasons for the differences.It is found that the current urban and rural public services in the west are very different,and there are many vacancies in the rural public services:low level of infrastructure construction,productive public Service development is backward.The reason for this phenomenon is mainly due to the inefficient operation of the grass-roots government as the main supplier,including the backward concept,the unclear boundary between power and responsibility,the inequality of power and financial power,and the lack of human resources.In response to these problems,this paper proposes to promote the reform of the dual system,focus on strengthening the construction of public services in small towns,promote the institutional progress and talent introduction of grassroots governments,and propose some equalization of urban and rural public services and the reconstruction of townlets.
