With economic development, the overall living standard of citizens have been significantly improved. The demands of people are no longer confined to basic material conditions. But a long-term and extensive development is also required, People pay more attention to social justice rather than efficiency. In this context, In July 2012, the State Council issued the(Notice of National basic public service system "12th Five-Year Plan"), present 12 th Five-Year is a critical period of building a well-off society, in an all-round way, it’s also the key stage of deepening reform and opening-up, and accelerating the change of economic growth mode. Improve and equalize the basic public service system were also involved. Chengdu city, as the center of politics, economy, culture of Sichuan province, plays an important strategic role in the Western Region. The West belongs to economically backward regions, so the study on the equalization of sports public service of Chengdu is representative.According to the research of the equalization of sports public service and the related documents collections, I have a better understanding of the concept and connotation, which provide a theoretical foundation to the research. I come up with some questions by analyzing the present situation of Chengdu equalization of sports public service. By using the Delphi method, I established an index system of Chengdu equalization of sports public service, the system was verified by using factor analysis. Meanwhile the status of Chengdu equalization of sports public service was evaluated by using of the index system. Through the assessment of the equalization for sports public service of Chengdu by using of the index system, it concludes: First, the sports public service of Chengdu is unequal. Second: Partial index is in the relatively low rate, that cause the data of Chengdu sports public service is equal. Third, The 19 districts of Chengdu have significant differences. Based on the current situation of equalization of sports public service of Chengdu we suggest that: first, promotes local development, and combines sports industry to achieve the equal access to sports public service; second, establishes financial tax transfer system in order to guarantee Equalization; third, the configuration resources should be more effective; IV, establishes a minimum standard to advance steadily development of the equality; V, constructs a performance appraisal system, in order to achieve the equality; VI, arouses the enthusiasm of the market to form a self generated system of equalization; VII, makes use of the information platform, promote sports Equalization of public service.
