Public Service Optimization Under The Background Of Equalization

Essential public goods is the basic production and living conditions for urban and rural residents,it is non-exclusive and non-competitive features roughly equal access to public goods and services provided by the government so that all citizens can gradually achieve the equalization of basic public services in education,health care, employment, enjoying social security as well as public facilities which are the basic service provided by the government,This is an important part of building a harmonious society. To a certain extent, it affected the reform and development and building a harmonious society. Therefore, the analysis of the supply of public goods and services,efforts to realize the goal of the equalization of public services and an effective means are what we are facing,which are important and urgent tasks.The whole thesis divides into six major parts including the introduction and the conclution.The first part is the concept and features of government's public service. This part defineds acts of government and public service and optimization of public service, and studys the characteristics of public service.The second part is the performance and behavior problems of government's public service. This part scan the current government's public service performance and issue comprehensivly,as well as in-depth analysis of uneven public services.The third part is the initiatives based on the equalization of the government's public service with the idea of optimization. This part analyses the initiatives to achieve the goal of equalization of public services.This thesis has the innovation in following three aspects:first,the research studies the government's public service from the perspective of equalization. It has distinctive characteristics of the times and practical significance.Secondly,the research attempts to adopt metric system and the analysis to reveal the government's public services, such as the uneven institutional,structural and systemic causes with a certain pioneering and innovative nature. Finally, this paper presents the "based on efficiency, the introduction of a wide range of service providers, government and the formation of positive social interaction"perspective, through the promotion of public service capacity of the civil servants to optimize acts of the government's public service ,which has a theoretical value of innovation and strong operational value for the practice.
