From Functional Governance To Field Governance

Rural elites have always been an indispensable subject in rural governance.This group plays an important role in reconciliation and convergence in rural governance.As a fresh force among the rural elites,returning elites are actively participating in the process of rural governance.Previous studies on rural elite and rural governance focused on the roles and functions of different elites in rural governance,and rarely analyzed and dissected the identity transformation of returning elites and the field governance practice after the transformation.The study of returning elites more reflects the path of delinking elites,external development and returning to their hometown.It focuses on showing returning elites to embed themselves in villages and reconstruct the rural governance field.Through identity transformation,it mobilizes the relationship between villagers and the existing elites and the grassroots government,and forms an organic linkage mechanism in the process of rural governance.This article takes the returning elite of D village as an example to analyze how the returning elite participates in rural governance in the process of developing D village from poor village to demonstration village.Firstly,the paper analyzes the motivation and advantage of returning to the village to participate in the election from returning to the village elite governance,and finds that returning to the village elite of D village is a compound result of the interaction of rural feelings and times as we ll as multiple factors such as economy,society and political capital.The rural feelings are the love complex of those who have been away from home,the time opportunity of rural construction is the encouragement and guidance of policies,and the economic,social and political capital is the capital advantage of returning elites.Under the combined action of these three aspects,the returning elites realized the transformation from economic talents who did not leave their hometown to political elites in the sense of identity,and participated in rural governance as rural cadres.After returning to their hometowns and entering the rural governance,they actively communicate and cooperate with the township government,so that the township government can see t he development prospect of D village.Uniting various types of rural elites and actively mobilizing the enthusiasm of villagers to participate in rural public affairs is the governance logic of returning elites.Finally,actively promote the system construction,make the system resounding;Effective integration of rural resources to achieve efficient use of resources;The governance of rural environment and the construction of beautiful and livable villages are the result of the returning elites' governance practice.After a comprehensive investigation,the governance practice of returning elites in village D is different from the collaborative governance model that emphasizes the coordination of different elite main roles and functions in the village in pre vious studies.Instead,returning elites continuously reconstruct the governance model of the rural field through identity transformation.The participation of returning elites in rural governance is a form of continuous rural autonomy,which is worth stud ying,enriching and deepening.This paper hopes to expand the existing research on rural governance model innovation through in-depth case study.
