Research On The Reform Management System Of Small Towns In Three Coastal Towns In Nanan,Fujian Province

In the past 40 years since the reform and opening up,China’s economic and social development has been developing rapidly.In the process of nurturing the central town,there is a unique urbanization pattern that has not been developed before.This new development model has been widely used,more and more popular,the fast development of small towns,let current administrative management system has not kept up with the pace of it,there are behind the trend,especially the contradiction between provinces and cities in the eastern coastal areas and some developed Zhenze rights and property system and more and more obviously,not commensurate with the development level of the current system and the city.In the coastal town of Nanan,guanqiao,shuitou,Shijing as the research object,through the reform of the administrative system innovation,promote decentralization policy,increase the three towns in the limits of economic and social management power,which makes the coastal towns of"global city" of the spatial development pattern,the most obvious is the industry the successful transformation,improve the development of the city with the industry,while strengthening the urban comprehensive service function.After the reform of careful analysis can draw such a conclusion:to promote the successful transformation of small towns to small city,the government in the management of this area requires the government and institutional reform,changing functions,change the administrative level,all local governance model reconstruction.Therefore,to solve this development problem can be explored from the following aspects:grass-roots government organizations intensify reform,vertical decentralization of the government,local governments should be bold in innovation,and accelerate the transformation of corporate governance mode.Is located in the southeast of Fujian Nanan coastal toxwns is the exploration of the reform case,they dig their own advantages,reasonably power,resource allocation,construction mechanism,function transformation,system innovation reform,breaking the obstacles the development process of the small towns system constraints,and achieved a series of achievements in continue to explore,make a model for system innovation problems encountered in other small city in the process of development.
