Development Of Small Towns A Number Of Management Issues Are Discussed

Small towns play a vital role in the process of urbanization and in the development of economics and society. The economy of our country is increasing rapidly and the urbanization has entered the high-speed step in these days. So the administration of a large number of small towns in rural district has shown its particular importance. Especially for the West China, doing well in the management of small towns has magnitude significance for accelerating the building of cities and towns, promoting the shift of surplus labour force in rural area , increasing farmer's income and advancing the development of urbanization in rural district. On the basis of that, according to some relative theories on administration of cities and towns, this paper has studied some of the problems of management in the development of small towns, based on the investigation and with the example of Chang'an district in Xi'an city.In this paper , based on the analysis of development of small towns' management and relative theories on it and after analyzing the statement of small towns' management in Chang'an district in Xi'an city, the author considers that the current problems of management in the development of small towns focus on planning, system, finance and the self-management of government. And based on that, the author brings forward the countermeasure of solving the main problems of management in the development of small towns at present, using the relative theories on administration of cities and towns. At the end of this paper, on the object of long-time effect of small towns'administration and the direction of modernization and informationing, the author establishs the system of small towns' administration, in which corporation , residents, governments and intelligentsia administrate and harmonize together economic administration and social administration, under the leading system of united administration and separated administration, according to the principles of reason-oriented , in the mode of synthesized administration. The author also puts forward some suggestions on carrying out the system of management on the perspectives of leaders, practice and conception.
