Research On Administrative Accountability System

The administrative accountability system in the modern sense is the result of the transformation of public power operation from the management mode to the service mode.It is the inherent requirement of the responsibility politics,the rule of law government and the service-oriented government.China's administrative accountability system is gradually established and increasingly perfected in the process of continuously improving the country's comprehensive governance capacity.Article 6 of the "People's Republic of China Supervision Law" passed on March 20,2018 stipulates that the state supervision work insists on strengthening the principle of supervising accountability;Article 11 stipulates that it is accountable to leaders who perform poor duties and are derelict.So far,the Chinese model of the administrative accountability system has achieved institutionalized transformation.In this academic background and practice background,this paper takes the Chinese model of administrative accountability system as the research object,analyzes the connotation analysis and necessity analysis of the administrative accountability system,and observes and analyzes the administrative accountability system framework and administrative accountability practice in China.Refining the Chinese logic and Chinese experience contained in it,summing up administrative accountability the five elements of the institutional China model,namely,the subject of administrative accountability,the object of administrative accountability,the situation of administrative accountability,Political accountability and administrative accountability procedures,and focus on the internal logic of these five elements.On this basis,the paper also analyzes the problems of the system of administrative accountability system and the practice of administrative accountability in China,and from the basic principles that administrative accountability should adhere to,deepen the reform of party and government institutions,clarify the responsibility system,and establish a sound body Five aspects of the accountability system,strengthening the accountability before,during and after the event,and the return procedure of the accountable officials have proposed relevant suggestions for improving the administrative accountability system in China.
