Cost Control And Investment Loss Control In Land Administrative Law Enforcement By Satellite Film

Strengthening all aspects of land law enforcement can ensure the implementation of land macro-policy,ensure the authority of land laws and regulations,and promote regional sustainable development.The traditional land law enforcement relying on manual operation,although this way has been proved positive,its inherent disadvantages are exposed,such as low accuracy,high cost and poor timeliness.On the other side,satellite-film-based law enforcement can " find quickly and locate accurately" illegal land use,so that it greatly improves the efficiency of law enforcement.Taking H city as an example,the methods of analyzing documentary,investigation and research,case study and others will be applied to H City land law enforcement and supervision.In this paper,it will focus on controlling the cost and investment loss of satellite film in land administrative law enforcement.The main researching contents and conclusions are shown as below:(1)The characteristics and efficacy of satellite-film-based law enforcement have been summarized and analyzed.The current situation of satellite-film-based law enforcement application and development trend will be analyzed in technical,administrative and practical aspects.This paper,taking H city as an example,investigates and analyses the major effects of satellite-film-based law enforcement in four dimensions: improving the efficiency of discovering and investigating illegal land use,perfecting daily supervision,developing land and resources management and promoting land use management system development.Furthermore,it is concluded that,due to the satellite-film-based law enforcement and inspection development,it has gradually formed a three-dimensional land supervision system that "observe in the sky,check on the ground and manage on line ".Then,it has facilitated the transformation of the checking illegal land use pattern from "bottom-up discovery and report" to "top-down discovery and supervision".At last,the improvement of land law enforcement and supervision have also been developed.(2)The cost of land law enforcement and the loss of illegal investment have been calculated in this section.Based on the current situation of land use and land lawenforcement in H city,the analysis of the cost input of land administrative law enforcement will be shown in administrative cost,social cost and economic cost;and the researching results of illegal land use caused investment loss will be demonstrated in land use cost,rectification mode and rectification cost.In fact,it can be seen that the local government has made massive efforts in enhancing the daily law enforcement supervision.Unluckily,it still cannot exactly achieve all-day full coverage as expectation.Moreover,the annual satellite-film-based law enforcement inspection mode is weak in certain timeliness.In this circumstance,when the annual satellite film data is issued,a large number of illegal land use can be found out.In the process of rectification,a large amount of law enforcement cost might be consumed and huge investment losses may cause.(3)The solutions to sharpening daily supervision,preventing investment losses and controlling cost of using satellite films are proposed as following.Initially,the findings show that compared to traditional law enforcement methods,satellite-film-based law enforcement has more advantages,which can reflect the changes of land use more comprehensively and objectively.Besides,based on the analysis of land law enforcement investment in H city,this paper expounds that how to utilize satellite film to prevent investment loss and control the cost.It also shows that using satellite film technology can strengthen law enforcement supervision,which is an effective measure to reduce law enforcement cost and control the loss of land investment.
