The poor elderly in rural areas are the most difficult and vulnerable group of the social vulnerable groups,and they also have the least voice and public policy participation rights.The problems they face often need to be solved from top to bottom.Although from the 1950 s,the "five rural insurance" system for this group institutionalized the design and protection of the group's life and pension issues,but in the implementation of the policy,the focus of this group's pension is still family members and family members.Since the beginning of the 21 st century,the aging and hollowing-out of rural society has not only caused the pension problem of the elderly in rural areas,but also made the pension problem of the poor elderly in rural areas who depend on their families and relatives for the aged more prominent.Especially since entering the new era,the increasing material,spiritual and cultural needs of this group are not in line with the social supply.The contradiction between balance and inadequacy is difficult to reconcile,which makes the pension situation facing the rural poor elderly more complex.Understanding and analyzing the reasons why the rural poor elderly groups are facing the "old problem" is of great significance for solving this problem properly and realizing the "old support" and sharing a well-off society.This paper uses the method of literature research to sort out the existing literature,and uses the method of investigation and research to conduct on-the-spot investigation on some rural poor elderly and nursing homes in three counties and one district of Kaifeng City.In order to deeply understand the status quo of this group in basic life security,daily care and care,and centralized support,and to make a detailed comparison and analysis of the basic support effect,medical care supply and demand,spiritual and cultural life,centralized support demand satisfaction and daily care services faced by the elderly in the process of providing for the poor in rural areas,so as to make a relatively comprehensive comparison and analysis.It shows the problems existing in the old-age care of the rural poor elderly in three counties and one district of Kaifeng City.In the analysis of the pension problem of the rural poor elderly,through the horizontal and vertical comparison,this paper reveals the problems hidden behind the "pension difficulties" of the rural poor elderly,such as the formulation of the support standard,the implementation of the support policy,the change of the special poor pension environment,the inadequate centralized support capacity and theinadequate use of social resources.The paper holds that the top-down system design pattern formed for a long time in the relief work for the rural poor elderly leads to the representation and one-sidedness of the old-age problem faced by this group,and the lack of group characteristics of voice makes it difficult for this group to realize the maximization or even fairness of their own rights and interests through self-channels.In view of this,the paper puts forward that in formulating the relief policy for the poor elderly in rural areas,we should not only optimize and upgrade the standard of support,but also broaden the channels of funds,but also strictly implement the system design;in improving the old-age environment for the poor elderly,we should not only create a good old-age atmosphere,but also pay attention to the spiritual and cultural needs of this group;in centralized support,we should improve the infrastructure construction as well.At the same time,the paper also puts forward the support of activating the self-supporting ability of the poor elderly in rural areas,so that the poor elderly in rural areas can realize their self-value and enhance their sense of achievement and honor in social practice.In the joint efforts of the government,society,individuals and the collective,we should realize the "old-age support" of the rural poor elderly groups.
