Research On The Dilemma And Countermeasures Of Social Work Station’s Intervention In The Construction Of Rural Governance Community

Under the background of rural revitalization,rural social governance has attracted wide attention.Due to its basic,complex and inheriting various factors of traditional society,rural governance is faced with a more complex environment in the process of reform.The Fourth Plenary Session of the 19 th CPC Central Committee put forward the concept of community governance,which is another important policy development made by the Party and the state for social governance in the new era.Township level is the link between the government and the grassroots people,and has a special position in the process of realizing the modernization of China’s governance capacity.Therefore,the construction of rural governance community is the key link of China’s social governance reform.It is also an important driving force to promote the development of rural society with The Times.From the traditional society to the founding of New China to the reform and opening up to now,the rural governance community has experienced a process of natural convergency-disintegration-reconstruction.With the continuous social changes,blood and geographical relations are weakening,the traditional rural governance community gradually disintegrates and becomes ineffective.In the process of implementing the villager autonomy instead,there are some problems,such as the absence of governance subject,the "suspension" of township government,and the inner involvement of rural governance.The construction of rural social work stations provides a new practical idea for the reconstruction of rural governance community.The helping nature of social work itself can create social care and advocate public welfare,charity,sharing and community spirit,which makes the construction of rural governance community both instrumental and valuable.By participating in the observation of the actual operation of rural social work stations in BZ and WF of Shandong Province,this study obtains the corresponding data,refers to the construction cases of social work stations across the country by the literature research method,and analyzes the current situation,opportunities and problems of social work stations’ participation in rural governance from the perspective of collaborative governance.Based on the SFIC framework of collaborative governance,this paper analyzes the operation of social work stations in the construction of community involving in rural governance.Combined with the experience of relevant social work stations,it puts forward that social work stations can promote the vitality of rural governance through the combination of improving their own service ability,combining with party construction,reconstructing rural interest connection,promoting main body coupling and improving scientific and technological support.To realize the coordination and co-governance of multiple subjects and promote the efficient and modern governance of rural areas.
