In order to achieve the great goal of common prosperity and build a well-off society in an all-round way,poverty alleviation is one of the arduous tasks in the strategic deployment of a well-off society in China.Poverty alleviation cadres as direct implementers and implementers of poverty alleviation policies,poverty alleviation cadres in poverty alleviation work A vital role.What kind of qualities and abilities a qualified or excellent poverty alleviation cadre.What should be focused on the selection of poverty alleviation cadres.These are the competent characteristics of poverty alleviation cadres should be solved.The question,that is,what should be the competence of the poverty alleviation cadres.This paper attempts to study the current performance of the poverty-stricken cadres in Z County,F,to explore the competency characteristics of poverty alleviation cadres,to provide some methods and suggestions for the selection and evaluation of poverty alleviation cadres,and to motivate the vitality and creativity of the poverty alleviation cadres is important.This paper takes Z County of F City as an example,such as poverty alleviation department cadres,and compiles the “Poverty Alleviation Cadre Competency Questionnaire” and The poverty-stricken cadres of Z County of F City conducted a questionnaire survey.Through the combination of interviews and questionnaires,they learned about the current situation and existing problems of poverty alleviation cadres in Z County of F City,and obtained the competency characteristics of poverty alleviation cadres through statistics.Based on the competency model,this paper analyzes the current situation of the capacity building of the poverty-stricken cadres in Z County,F,and the existing problems,finds out the reasons,and proposes some solutions.It points out that the current level of capacity of the poverty-stricken cadres in Z County of F City is uneven.The criteria for assessment are not clear,the level of education and training needs to be improved,the subjective initiative of capacity improvement is not strong,and the incentives and punishments are relatively simple.Some of the reasons for this are analyzed in the ageing of the cadres,and the institutional guarantee institutions are not Perfect,the level ofpersonnel management is not high enough,the training work is not detailed enough,the level of education is uneven,and so on.Based on this,we draw on domestic and foreign research on competency and the relevant excellent experience of the public sector to provide useful enlightenment for the capacity building of poverty-stricken cadres in Z County,F,and then propose selection,capacity building planning,training and capabilities.The construction measures positive incentive mechanism and other aspects to enhance the competency of the poverty-stricken cadres in the Z County of F City.
