Research On The County Governance Ability And Promotion In China From Perspective Of Precise Poverty Alleviation

"The decision of the CPC Central Committee on expanding in-depth reform agenda of several major issues" was adopted by the third Plenary Session of the 18 th CPC Central Committee.The decision first time to promote national governance system and capabilities as one of the deepening the overall reform,which is a major strategy of our country constantly explore and improve the governance of social affairs.As the basic unit of promoting the national governance system,county governance is the foundation of the whole governance system.In the new stage of China’s poverty alleviation work,the proposal and practice of "precise poverty alleviation" is based on the new challenges and development tests of county governance ability.The dilemma that emerged in the practice mode of precision poverty alleviation is precisely the county governance ability to govern weak and defective refraction.Based on the analysis of the precise poverty alleviation practice in Huazhou district of Weinan,this paper try to explores the weakness of our county government governance ability in order to break through the practical bottleneck of the poverty alleviation through the improvement of county government governance ability.This paper studies the governance ability of county-level governments in China from the perspective of precision poverty alleviation.Firstly,explain the related concepts and theoretical basis of county governance ability through literature analysis.Then,starting from the connotation and significance of precision poverty alleviation,it focuses on the interactive relationship between precision poverty alleviation and the governance ability of the county government and the realistic appeal of precision poverty alleviation to the governance ability.Secondly,we use the precision poverty alleviation of Huazhou district of Wei Nan as a case study to examine the county governance ability through case analysis and survey research method.Analyzed the problems exposed in the practice of poverty alleviation in HuaZhou and the defects and the reasons for the existence of county governance ability,we think that there is the real reason for the precise poverty dilemma is the county government weak governance ability.Finally,this paper proposes an effective way to enhance the county governance ability,in order to improve our county governance ability and realize the modernization of government governance ability.
