| On December 29,2014,at the third plenary meeting of the Lao Human Resources Development Committee,Laos Deputy Prime Minister Pan Kan attended and supported the discussion on the draft Strategic Framework for Laos Human Resources Development 2016-2025 and the implementation of human resources development from 2016 to 2020.The draft plan will clarify the strategy and goal orientation of Laos’ human resources development in the next 10 years.At the same time,it emphasizes to the civil service system:"The civil service system and the civil service training system are important tools and means for the Laos and the government to fulfill their missions.They are the main carriers for the government to achieve its value objectives.Improving the civil service training system is to strengthen the administrative capacity of the Lao government and ensure the administration.To manage key initiatives to adapt to modern development,it should be a strategic foundational work of Lao government.At this stage,Laos is in a critical period of innovation and opening up.Externally,Laos faces a fierce global and regional competitive environment;internally,it actively responds to the urgent need for economic construction and social development.In Laos’ national administrative system,young civil servants are an important part of Laos’ national civil servants,and their possession is relatively large.They are an important force in handling all aspects of government work,and they are responsible for the important responsibilities of the party and the implementation of the government’s lines,policies,policies,laws and regulations.Therefore,whether or not to have a high-quality young civil servant team with both ability and political integrity is a major issue related to the image and authority of the Lao party and government,and the success or failure of the modernization cause.Training is one of the important ways to obtain outstanding civil servant talents after recruitment.Therefore,it is of strategic significance to carry out scientific,reasonable and systematic training on the professional quality of the existing young civil servants.This paper takes young civil servants in Vientiane as the object,and describes,analyzes and discusses the current status,problems and causes of the current training of young civil servants in Laos through theoretical tools.Among then,it focuses on the reasons for the long-term and systematic problems that arise in the process of training the young civil servants in the city.On this basis,with the purpose of learning,learning and absorption,the author summarizes and summarizes the advanced experience and model of China’s training in the quality of young civil servants,with a view to improving the level and quality of the training of young civil servants in Laos.Finally,based on the real development needs of Laos and the future human resources construction plan,the article puts forward targeted suggestions to further release the potential and advantages of th.e young civil servants’ human capital,so as to improve the quality and level of government administration. |
