With the development of reformation, the government will face bigger press. It affects the administration efficiency and working level directly that how to improve administration efficiency and form a competent, high efficiency, honest civil servant and how to form a mechanism of encouraging civil servant active, honest and diligent. So the incentive mechanism of civil servant has been the important problem of public management circles. These years, our government adopts a series of incentive measures which have played an important role in management. But the incentive mechanism has many shortages and has not achieved the anticipative goal. This paper will put forward some measures to perfect the incentive mechanism of civil servant using B.F.Skinner's reinforcement theories based on the research results of present civil servant incentive mechanism.The innovation of paper is that it analyses and designs the civil servant incentive mechanism using B.F.Skinner's reinforcement theories. The paper includes seven parts. The first part is introduction which introduces the background, goal, sense and methods of research; the second part defines the meaning and range of civil servant, and expounds some interrelated conceptions of civil servant incentive mechanism; the third part introduces the incentive theory of western countries and the meaning for perfecting incentive mechanism of civil servant incentive theory of western countries; the fourth part compares the civil incentive mechanism of different countries according to the examination mechanism, salary mechanism and promotion mechanism, and summarizes their successful experience and shortages; the fifth part expounds the situation of perfecting civil incentive mechanism from the angel of politics, economy, society, culture and international environment, and analyses the achievement of civil servant incentive mechanism and the present problems of civil servant incentive mechanism; the sixth part puts forward a series of strategies from two angels of positive reinforcement and negative reinforcement according to the B.F.Skinner's reinforcement theories; the seventh part summarizes the whole paper and puts forward the shortages of research and suggestions of further research.
