Patriotism is the deepest and most lasting emotion and the soul of a country and a nation.In the construction of socialism with Chinese characteristics in the new era,the development of patriotic education is of great practical significance for the realization of the "Chinese Dream" and the implementation of socialist core values.But nowadays there have been some bad phenomena,such as insulting revolutionary martyrs,worshipping foreign countries and flattering foreign countries,and "spiritual Japanese".These problems have posed severe challenges to patriotic education in the new era.From the perspective of public policy,using the method of text analysis to explore the current problems and causes of patriotic education policy in the new era is significant for not only playing guiding role of policies,but also improve quantitative effect of patriotism education policy.This research takes the patriotic education policy issued at the national level from 1978 to 2018 as the research text,based on the theory of policy text analysis,the text and discourse of the policy are analyzed,and from the three variables of authority,control and value.The text content of the study is coded,and the variable data of the study are counted according to the code.Based on the statistical data and the content of public policy science,the paper analyses that the patriotic education policy can be divided into three stages: recovery,stable development and high-speed development.It also has the value preference of rich texts,multi-authoritative participation and symbolic advocacy,and reflects the characteristics of the development of the ruling party's mainstream ideology.Finally,This paper explores the current problems faced by the patriotic education policy,mainly including: imperfect legal system,weak policy restriction of network environment,inadequate policy guidance to mass culture,and policy implementation only in the form.and there four reasons of these problems:deviations in policy concepts,deviation in the process of policy implementation,value control favors symbolic advocacy,lack of effective policy evaluation.In order to solve these problems,this paper puts forward relevant suggestions from four aspects: improving the policy system,strengthening the policy role of the network environment,creating a policy environment for the combination of mass culture and patriotic education and improving the policy enforceability.
