Research On Rural Development Under The Background Of Rural Revitalization Strategy

The 19 th National Congress of the Communist Party of China proposed the strategy of rural revitalization.The Party Central Committee with President Xi Jinping as the core focuses on the overall situation of the party and the state,profoundly grasps the law of socialist modernization and the development and changes of urban-rural relations.To comply with the aspirations of millions of peasants for a better life and to make a major strategic plan for the "three rural areas" work is a major historical task for building a moderately prosperous society in an all-round way and building a modern socialist country in an all-round way.Is the new era of "three rural areas" the work of the total grasp.According to the five requirements of the strategy of rural revitalization,this paper establishes and improves the institutional mechanism and policy system for urban and rural integration development in accordance with the general requirements of industrial prosperity,ecological livability,rural civilization,effective governance,and affluent life.Coordinating the promotion of rural economic construction,political construction,cultural construction,social construction,ecological civilization construction and party building.Accelerating the modernization of rural governance systems and governance capabilities.Under the background of rural rejuvenation strategy,this paper puts forward the countermeasures of rural development from five dimensions.First of all,focusing on industrial prosperity,on the basis of adhering to the development of the primary industry,promoting agricultural modernization,introducing new industries and building a diversified industrial system.Secondly,focusing on ecological livability,strengthening peasant's awareness of environmental protection,and further we will improve the construction of environmental governance mechanisms,realize the unity of the peasant's blessings and ecological beauty,and improve their sense of happiness.Thirdly,with the guarantee of rural civilization,we will continue to tap the essence of traditional rural culture and improve and integrate the existing rules and regulations.At the same time,improve the construction of rural cultural infrastructure,revitalize the new atmosphere of rural civilization.Fourthly,with the goal of effective governance,promote the diversification of rural governance subjects,further improve rural development laws,rebuild rural folk culture,and establish grassroots governance prestige.Finally,based on the affluence of life,on the one hand,protecting the institutional income and property of peasants;On the other hand,reducing the economic burden of the peasant's public services.Meanwhile,broadening other channels for income increase,and improving the sense of acquisition and security of the peasants.
