Research On The Optimization Of Rural Characteristic Industry Development In Linxiang Under The Strategy Of Rural Revitalization

The proposal of Rural Revitalization Strategy means that our country has entered a new dimension of attention to the "three rural" issues.The development of rural characteristic industries is an important measure to promote the prosperity of rural industries,realize the endogenous sustainable growth of rural areas,and promote the implementation of Rural Revitalization Strategy.Under the background of Rural Revitalization Strategy,studying the development countermeasures of rural characteristic industry is not only conducive to promoting the all-round revitalization of rural areas,but also conforming to the development needs of the new era of socialism with Chinese characteristics.Firstly,this paper defines the concept and connotation of Rural Revitalization Strategy and rural characteristic industry by summarizing and analyzing the relevant literature at home and abroad,and expounds the relevant theories used in this paper.Because Linxiang is located in the northernmost part of Hunan Province,it is a big agricultural county,which is typical for Northern Hunan.Therefore,this paper takes Linxiang City in Northern Hunan as an example to sort out the conditions,history and development status under the strategy of Rural Revitalization.It also summarizes the development experience of rural characteristic industry in Linxiang under the rural strategy,and explores the problems existing in the development of rural characteristic industry in Linxiang under the background of Rural Revitalization Strategy by using the methods of textanalysis and interview,and then analyzes the reasons for the problems.Finally,according to the requirements of Rural Revitalization Strategy,this paper puts forward the ideas and Countermeasures of rural characteristic industry development in Northern Hunan under the Rural Revitalization Strategy by using the theory of collaborative governance.This study believes that under the guidance of Rural Revitalization Strategy,Linxiang has made great progress in the development of rural characteristic industries by creating a good atmosphere for traditional rural advantageous industries,improving rural living environment and developing agricultural professional cooperatives rapidly.However,there are some problems,such as the lack of coordination among multiple subjects,the loose mechanism of interest linkage,the shallow degree of integration between industries,the talent bottleneck in the road of industrialization,and the greater pressure on financing,which hinder the development of rural characteristic industries and weaken the role of Promoting Rural Revitalization.The main reasons are as follows: first,the participants' ideas are solidified and lack of collaborative consciousness;second,there is interest game among the collaborative subjects;third,the industrial structure is single and the integration mechanism is not perfect;fourth,the talent competition is inferior and the employment mechanism is rigid;fifth,financing is facing greater pressure;sixth,the relevant laws and local policies are not perfect.Finally,according to the analysis of the problems and their causes,based on the requirements and objectives of Rural Revitalization Strategy,this paper puts forward the development strategy of rural characteristic industry in line with the Rural Revitalization Strategy.On this basis,this paper putsforward some countermeasures and suggestions for the development of rural characteristic industries under the strategy of Rural Revitalization:first,attach importance to the role of multiple subjects and improve the collaborative efficiency;second,build a coordinated and stable interest connection mechanism;third,cultivate new industries and new formats,and improve the industrial integration mechanism;fourth,make full efforts to create a green channel for talents;fifth,construct the finance for the development of characteristic industries Sixth,improve the supply of relevant laws and systems.
