Social assistance refers to an important social security provided by the state to provide social assistance and support to vulnerable groups in society.As the last safety net in the social security system,social assistance is a livelihood security project that China attaches great importance to in recent years.It is the basis for safeguarding the stable development of society,safeguarding the rights of citizens to survive,and building a harmonious society.The Third Plenary Session of the 18th CPC Central Committee would determine the " promoting the modernization of the national governance system and governance capacity" as the overall goal of comprehensively deepening reforms,and promoted the transformation of social assistance from traditional "management" to modern "governance" Traditional social assistance begins.Turning to social assistance and governance,the core is the cooperation and co-governance of social assistance,social organizations,enterprises and individuals.The state and experts and scholars have also begun to actively explore ways for social forces to participate in social assistance.Although Harbin actively encourages social forces to participate in social assistance,the social of Harbin assistance is still based on government assistance.There are many drawbacks in this kind of social assistance under a single subject,such as shortage of rescue funds,small coverage,less assistance,and assistance.The standard is low,etc.the rescue process has the phenomenon of absence,misplacement,repetition and so on.Therefore,to ensure the vigorous development of social assistance in Harbin,the participation of diversified entities in social assistance and benign collaboration has become an important topic for social assistance in Harbin and a powerful guarantee for building a harmonious socialist society.Although social organizations,enterprises,and charities in Harbin have gradually joined the social assistance work,many subjects have also exposed many problems in the process of participating in social assistance.This paper applies the new theoretical innovation of network governance theory to the plural subject cooperation of social assistance in Harbin,and assists the use of welfare pluralism and multi center theory to investigate the current situation of social assistance in Harbin,the participation of multiple subjects and the analysis of Harbin.The city’s social assistance plural subject collaboration has a low degree of specialization,lack of social assistance and coordination rules and regulations,low plural subject collaborative information sharing,and lack of trust and supervision in the process of plural subject collaboration.He also read a large number of literatures and questionnaires,and consulted experts in relevant fields to analyze the factors that influence the plural subject collaboration.The analytic hierarchy process was used to analyze the weights of the nine influencing factors affecting the plural subject collaboration of social assistance.Combined with the factors affecting the plural subject cooperation of social assistance in Harbin,the paper constructs a networked collaboration mode of social assistance plural subjects in Harbin,and finally proposes a guarantee strategy for mode operation,namely,rationally positioning the plural subject social assistance and coordination functions,establishing a collaborative legal system and Supervise and evaluate the mechanism?establish a collaborative information sharing system and establish a trust incentive system between the entities,further improve the current plural subject cooperation of social assistance in Harbin,and promote the construction of a social assistance system to a greater extent.
