At present, the total number of floating population in China is entering an adjustment period.Since 2015,the national floating population has changed from a previous increase to a slow decline. However, there are still 244 million people in 2017,accounting for 17.6% of the country's total population.Among them, the working-age population is mostly(1% sample survey in 2015 shows 86.7%).This group is working and living in the inflow area, which is an important force for the further development of the inflowing regional economy. However, for some reasons, this group of people is difficult to truly receive citizen treatment and cannot be as stable and secure as the resident.Whether or not the floating population can be truly integrated into urban life and integrate into it is not only related to whether the legitimate rights and interests of the floating population are protected, but also directly affects the level and quality of urban development. Therefore, how to make the floating population truly integrate into the place of immigration and complete the "civilization" in the place of immigration is a key issue to be solved urgently. With the development of the times, there are also many new trends in the floating population. These new features may affect whether the floating population can smoothly carry out “civilization” in the inflows, and it is also related to promoting the floating population in the future. The policy direction of citizenization. In order to understand the new trends in the development of China's floating population, and the situation and influencing factors of the floating population in this trend, this paper has carried out the following three main research:This paper analyzes the current trends of the floating population in China by using the 2012-2015 national mobile population dynamic monitoring data, and finds that this group has individual characteristics such as age and education level, family migration characteristics, employment,The economic characteristics of income and expenditure, social security and other aspects have shown new changes. This paper establishes a comprehensive measurement index system for migrant population in five dimensions: employment citizenization, economic citizenization, residential citizenization, social security citizenship and identity citizenization. It measures the floating population of the country and 31 provinces(autonomous regions and municipalities directly under the central government). The level of citizenship is a vertical and horizontal analysis of the urbanization of the country and key areas. The results show that the overall citizenship level of China's migrant population has improved slightly from 2012 to 2015,but there is still room for development. The level of citizenization of migrants in municipalities with higher levels of economic development is higher. This paper mainly uses the 2015 national mobile population dynamic monitoring data to carry out regression analysis on the citizenization level of the floating population, and combines a series of changing development trends presented by the current floating population structure to judge the factors affecting the level of citizenship of the floating population and future policy needs.Focus on the aspect. It is found that the gender, age, inflow and outflow areas, family, employment and income of the floating population significantly affect their degree of citizenship. The government needs to reduce the relationship between household welfare and public resources, and focus on improving the human capital of the floating population. It also needs to pay extra attention to the work, study, and medical care of the female migrant population, the middle-aged and elderly migrant population, and the migrant children's group. The situation is to achieve a multi-pronged approach to comprehensively improve the integration of the floating population in the place of immigration.
