Study On Service Outsourcing Of Yantian District Urban Authority In Shenzhen

With the development of our society,urban management has always been a difficult and focal point of social management.How to effectively carry out urban management and improve the level of urban management has posed challenges to urban management units in various places.In order to further improve the level of urban management,some urban administration bureaus throughout the country have actively explored the introduction of market-oriented and socialized management mechanism in combination with the grid and refined management mode of urban management law enforcement in recent years,and solved the urban management problems through government purchasing services(service outsourcing),enterprise main body participation(enterprise management)and law enforcement assistance.New ways of urban management.In this context,this paper will take Shenzhen Yantian District Urban Authority as the research object,and carry out a special study on its urban management outsourcing services.Firstly,through the research,it is concluded that there are still a series of problems in the outsourcing service of urban management in Yantian District City Administration of Shenzhen City.These problems mainly focus on the inconsistency of concept,the imperfection of laws and regulations,the imperfection of bidding mechanism introduced by outsourcing service providers,the imperfection of accountability mechanism,and the insufficient supervision and evaluation of outsourcing service providers.There are different aspects of the package service process,such as lack of supervision.Secondly,in view of the current problems,the main improvement measures are: unifying the concept of service outsourcing,improving the construction of laws and regulations,improving the bidding mechanism introduced by outsourcing service providers,improving the construction of accountability mechanism,strengthening the supervision and evaluation of outsourcing service providers,and strengthening the supervision of outsourcing service process.
