"Supply Orientation" Or "Demand Orientation"

Targeted poverty alleviation is an important way to tackle poverty in China.How to improve the implementation effectiveness of targeted poverty alleviation has always been a widely concerned issue of the party and government.However,does the practice of targeted poverty alleviation adhere to the top-down “supply-oriented”or bottom-up “demand-oriented” ? It is directly related to the implementation effectiveness of targeted poverty alleviation.Empirical research shows that the current practice of targeted poverty alleviation in many places in China still prefers“supply-oriented”,Which brings series of problems,that is,the implementation of targeted poverty alleviation policies has become too focused on forms,mandatory supply of policies,and “deprivation of poverty” for farmers,etc;The emergence of these problems not only makes the poverty alleviation work fall into a hot and cold situation,affects the actual effect of policy implementation,but also may lead to the loss of legal resources and affect the satisfaction of the masses.Policy implementation prefers “supply-oriented”,which is mainly due to the contradiction between the state authority system and local effective governance,as well as the power relationship between the central and local governments.Of course,the conflict between the dual roles of executive agencies,the pressure assessment mechanism,and lack of consultation mechanisms between the government and the public are also important incentives.Therefore,in order to improve the implementation effectiveness of targeted poverty alleviation,Country should establish a coordination mechanism between central and local governments through institutional innovation,optimize its operating environment,change the single “supply-oriented” tendency;In addition,promoting the independent participation of the target groups,enable positive interaction between the implementing agencies and the target groups,curb the phenomenon of “one cold and one hot”,so as to achieve the balance between “supply-oriented” and“demand-oriented” for the implementation of targeted poverty alleviation policies.In this way,we will further enhance and consolidate the effectiveness of targeted poverty alleviation.Obviously,This is of great significance both in theory and in practice for the current practice of targeted poverty alleviation.
