Research On The Model Of Community Volunteer Organizations Transforming Into Social Enterprises

With the social reform of government functions,the service-oriented government has entered the vision of the people,and social services have become a major event.In recent years,while the state advocates grassroots democracy,it encourages extensive social participation on the premise of party committee leadership and government responsibility.For the community,it is necessary to mobilize residents to participate in community governance and create an atmosphere of community residents' autonomy.Community volunteering is the most convenient way for residents to participate in selfgovernment,so community volunteer organizations have flourished and created enormous social benefits.However,socialism with Chinese characteristics has entered a new era,the main contradictions of society have changed,and the needs of ordinary people have changed.The new round of social transformation triggered by this requires the government to carry out grassroots social governance innovation,and traditional community volunteer organizations as the part of social governance is also increasingly showing its drawbacks,and the inability to fully meet the needs of residents has become the urgency of its transformation.As a new thing in the era,social enterprises pursue the social value to a certain extent,which is the adherence to the concept of volunteer service,and it does not abandon the economic value,so it has the dual functions of self-hematopoietic and blood transfusion.Social enterprises can make up for the shortcomings of traditional community volunteer organizations because of their own advantages,and they are conceptually consistent,therefore,it is the idea of this study to explore whether the community volunteer organizations can transform into social enterprises and how to transform it.In order to further confirm,the author takes the Ba Li Zhuang Emergency Service Team as a case to analyze the feasibility of the transition from community volunteer organizations to social enterprises from both theoretical and practical aspects,and draws the elements of the transformation of community volunteer organizations to social enterprises,the model of transformation is summarized,and the result of "double subject mode" is obtained,the feasibility of "double subject mode" is further confirmed from both theoretical and practical aspects,and the possible risks are also envisioned,Simultaneously,under the existing conditions,proposed a shallow solution.
