Research On The Social Co-governance Of Network Food Safety

The model of network food trading which represented by online take-out ordering has gradually'becomes the mainstream of the current catering service market.Many third platforms of network food trading such as“ele”and"Meituan Takeou"have emerged rapidly.The development of the Internet industry and the economic model of“Internet+ Food”have combined the traditional food industry with the Internet,which has greatly satisfied the consumer's demand,wich is convenient,fast and comfortable.It is an innovative form of food business,which has become the main channel for food circulation.At the same time,however,many problems arising from the emergence of network food platforms and network food stores have gradually emerged.Although the newly introduced laws and regulations have greatly improved the operability of the supervision for network food safety,the new problems and new situations are constantly emerging in the process of network food safety governance.So how can we optimize food safety governance?And when we face the chaotic situation of network food governance,how can we implement it in the local area,to achieve local stability and promote the healthy development of the industry?These are still wicked issues that we cannot be ignored.This paper selects social co-governance of network food safety as the research object with Guangxi as an example.Firstly,it defines and explains the concept and theory of network food transaction,network food safety governance,social co-governance and collaborative governance theory,and analyzes its intrinsic fit.Secondly,this paper describes the status quo of governance of network food safety in Guangxi from the four levels,which is government supervision,third platform management,association management and public participation governance,and analyzes the dilemma and causes of social co-governance.Finally,combining with the theory of collaborative governance,the paper puts forward some relevant countermeasures and suggestions,that is,developing collaborative capabilities of the partners,optimizing collaborative governance structure,innovating mechanisms of cooperative governance,improving information technology of smart governance,and strengthening collaborative governance.Hoping to explore a new path suitable for the healthy development of network food safety governance and promote the further improvement of social co-governance of network food.
