Relief Material Depository Emergency Capability Evaluation Research

At present,natural disasters showed a frequent and complicated tendency on a global scale,and their suddenness and harmfulness had a great negative impact on the social environment.All over the world countries had set up relief material depository to store all kinds of materials in order to effectively reduce natural losses and maintain sustainable economic and social development.How to evaluate the necessity and risk of material reserve was an important research direction of current emergency management,it was an effective way to solve the above problems by evaluating the relief material depository emergency capability.According to the theory of material reserve and emergency capability comprehensive evaluation,this article aimed at the current shortage of relief material depository construction and management by analysising the formation and process mechanism of relief material depository.Then,this paper respectively studied the single and regional relief material depository emergency capability evaluation from the perspective of micro and macro research.The main research work is as follows:(1)Based on the theory of complex system and analysis of influencing factors,the index set of emergency capability evaluation index set was constructed from three dimensions,namely,the ability of basic elements,the ability of operation system and the overall operation ability.Then,frequency analysis was used to determine high frequency indicators,R-type clustering analysis and coefficient of variation method were used for index screening,and the indicator system was improved by combining expert experience.Secondly,according to the randomness and fuzziness of the index system,the emergency capability evaluation model based on improved fuzzy Petri net was established.Then,the case study was carried out on the municipal relief material depository of LA city,and corresponding countermeasures and suggestions were put forward.(2)Based on the coordination theory and the complex system theory,this article studied analysis of regional relief material depository collaborative content hierarchy and system architecture,divided the regional relief material depository into four subsystems,namely,the decision-making subsystem,the organization subsystem,the resource subsystem and the process subsystem.According to this,the evaluation index set of emergency capacity of regional relief material depository was preliminarily constructed,and the theory of equivalence relation in rough set was used to eliminate redundant index.Secondly,the subsystem order degree evaluation model and regional emergency coordination evaluation model were constructed based on the concept of order degree in the coordination theory.Furthermore,the collaborative emergency capability among subsystems was studied,and the subsystem set pair-collaborative evaluation model was constructed based on set pair analysis theory.Finally,a case study of the regional relief material depositories in AH province was carried out,and corresponding countermeasures and suggestions were put forward.
