As an important part of the national education system,preschool education is the beginning and foundation of lifelong education.The report of the Nineteenth National Congress of the CPC said that we must give priority to education and promote the realization of educational equity.It also said that we should ensure the development of preschool education and take great efforts to make every child be educated fairly and nicely,which conforms to the inherent requirement of the Marxist Theory of Equality.It is of positive theoretical and practical significance to study the problems about inequality existing in the public policy of preschool education in China from the perspective of Marxist Theory of Equality,as well as think out the causes of these problems and find some ways to optimize the public policy of preschool education.The public policy of preschool education in China has been constantly enriched and improved in the process of implementation,which achieved remarkable results.However,from the perspective of Marxist Theory of Equality,there are still a series of problems about inequality in the public policy of preschool education.In aspect of the system policy of preschool education,the development of educational policy between preschool children aged 0-3 and 3-6 is unbalanced.The policies of public kindergartens and private kindergartens develop unequally,and the development of registration and cancellation policy of kindergartens is unbalanced.In aspect of the financial policy of preschool education,the financial investment policy of preschool education develops unequally,and the development of financial aid policy is unequal.In aspect of the protection and development policy of preschool children,the development of physical health policy and mental health policy is unbalanced.The school education policy and family education policy develop unequally.And preschool children are not regarded as "all human beings" equally in the policy.In aspect of the policy of preschool teachers,the introduction policy of male teachers is lacking,as well as the training policy of high-educated teachers.And the treatment policy of preschool teachers is unequal.There are four main reasons for these problems.Firstly,the public policy of preschool education still lacks theoretical guidance.Secondly,the public policy of preschool education is imperfect.Thirdly,there are some deviations in the implementation of the public policy of preschool education.Finally,the supervision of the public policy of preschool education is insufficient.In order to deal with these problems and reasons about inequality in the public policy of preschool education,we can optimize the policy from four directions.To begin with,it's important to adhere to take the Marxist Theory of Equality as a scientific guiding theory.Next,it's necessary to formulate some public policies which can be propitious to the equality in preschool education.Then,it's significant to promote the realization of equality in the implementation of the public policy of preschool education.Last but not the least,it's essential to consummate the supervision mechanism of the public policy of preschool education to ensure the implementation of equality.
